मोतिहारी। नेपाल में 5 मार्च को प्रस्तावित संसदीय चुनाव और होली पर्व को देखते हुए भारत-नेपाल अंतरराष्ट्रीय सीमा पर सुरक्षा व्यवस्था सख्त कर दी गई है। दोनों देशों की सुरक्षा एजेंसियां आपसी समन्वय के साथ अलर्ट मोड में हैं, ताकि चुनाव शांतिपूर्ण और निष्पक्ष ढंग से संपन्न हो सके।
नेपाल प्रशासन ने सोमवार की मध्यरात्रि 12 बजे से अपनी ओर की सीमा सील कर दी है, जो 5 मार्च की शाम तक प्रभावी रहेगी। इस अवधि में भारतीय सीमा सामान्य रूप से खुली रहेगी, लेकिन भारत से नेपाल जाने वाले वाहनों की आवाजाही पर रोक रहेगी। वहीं, 5 मार्च को मतदान के दिन भारतीय सीमा भी 24 घंटे के लिए बंद रखी जाएगी।

सीमा क्षेत्र में तैनात सशस्त्र सीमा बल (एसएसबी) और स्थानीय पुलिस को विशेष सतर्कता बरतने के निर्देश दिए गए हैं। संदिग्ध गतिविधियों पर नजर रखी जा रही है और आवश्यकतानुसार पूछताछ की जा रही है। नेपाल की ओर से भी सुरक्षा व्यवस्था कड़ी कर दी गई है, जिसमें भारत का पूर्ण सहयोग मिल रहा है।
हाल ही में आयोजित संयुक्त बैठक में दोनों देशों के अधिकारियों ने चुनाव के दौरान सूचनाओं के आदान-प्रदान, सुरक्षा रणनीति और सीमा पार तस्करी व आपराधिक गतिविधियों की रोकथाम को लेकर विस्तृत चर्चा की। बैठक का उद्देश्य सीमावर्ती इलाकों में सुरक्षा व्यवस्था को और मजबूत करना तथा किसी भी अप्रिय घटना की आशंका को न्यूनतम करना था।
सीमा पर एरिया डोमिनेशन अभियान तेज कर दिया गया है। भारतीय पुलिस और आर्म्ड पुलिस फोर्स (एपीएफ) के साथ समन्वय स्थापित कर रात्रि गश्त बढ़ाई गई है। एसएसबी द्वारा क्रॉस-चेकिंग अभियान चलाया जा रहा है, वहीं डॉग स्क्वॉड की मदद से संवेदनशील स्थानों पर सघन तलाशी ली जा रही है। शराब तस्करी और अन्य अवैध गतिविधियों पर अंकुश लगाने के लिए विशेष निगरानी भी की जा रही है।
दोनों देशों की संयुक्त सतर्कता से सीमा क्षेत्र में शांति और सुरक्षा का माहौल बनाए रखने का प्रयास किया जा रहा है। यह सहयोगात्मक पहल न केवल चुनाव को निष्पक्ष बनाने में सहायक होगी, बल्कि सीमावर्ती क्षेत्रों में विश्वास और आपसी तालमेल को भी और मजबूत करेगी।

Much like Mahatma Gandhi’s transformative years in South Africa shaped his philosophy of justice and non-violent resistance, Kumar’s journey abroad has forged his political identity. 

Gandhi’s struggle against racial injustice in South Africa laid the moral foundation for his later leadership of the Champaran Satyagraha in 1917, where he stood with oppressed indigo farmers against colonial exploitation. 


That movement not only marked Gandhi’s emergence as a mass leader in India but also turned Champaran into a global symbol of peaceful resistance.

Today, more than a century later, a son of Champaran is drawing inspiration from that legacy—this time on Scottish soil.

Prof. Kumar, an academic, economist and geopolitical commentator, has been selected as a regional list candidate for Scotland’s Parliament. A strong advocate of Scottish self-determination, he argues that sovereignty is essential to tackling the cost-of-living crisis, housing pressures and energy inequality. He frequently highlights what he calls the “paradox of Scottish energy”—a resource-rich nation where many households still struggle with heating costs.

His politics emphasise public ownership, fair pricing and a just transition for workers—principles that echo Gandhi’s belief in economic justice and dignity for the marginalised. Kumar has also played a leading role in pushing for the first parliamentary motion in Scotland condemning Hinduphobia, strengthening ties with the Indian diaspora.

Advocating closer India–Scotland cooperation in renewable energy, education and trade, he envisions a modern partnership rooted in shared democratic values.

From Gandhi’s fight for rights in South Africa to Champaran’s assertion of dignity, and now to Holyrood’s democratic stage, Dhruva Kumar’s journey reflects how the spirit of justice born in Champaran continues to resonate far beyond India’s borders.

The Liuzhi system has been criticized for its lack of transparency and oversight, with detainees often being held for up to six months without legal representation or family visits. A criminal defense lawyer has reported that detainees still face abuse and coercion in Liuzhi custody, with most succumbing to pressure and agony.
 
The system is a continuation of the previous "Shuanggui" system, which was abolished in 2018 due to criticism over abuse and forced confessions.² ³ However, the Liuzhi system retains many of the same features, including prolonged detention incommunicado and lack of oversight.
State media argues that the expanded jurisdiction of Liuzhi addresses long-standing gaps in the anti-corruption campaign, targeting everyday abuse of power in the public sector. However, critics see this as another example of Xi tightening the party's control over the state and society.
High-profile detainees include billionaire investment banker Bao Fan and former soccer star Li Tie, who was sentenced to 20 years for corruption. Over the past two years, at least 127 senior executives of publicly listed firms have been detained under Liuzhi, many from private businesses.
 

China has expanded its network of specialised detention facilities to more than 200 nationwide, designed to interrogate suspects in Xi Jinping's growing anti-corruption campaign, CNN reported.

These new centres, part of the country's broader crackdown, now target not only Communist Party members but also figures from various public sectors, including private entrepreneurs and administrators in schools and hospitals.

Since Xi took power in 2012, his anti-graft campaign has swiftly removed corrupt officials and political rivals, consolidating his control over the party and military. Now in his third term, Xi has institutionalised this crackdown, making it a permanent fixture of his leadership.

The newly expanded detention system, named "Liuzhi" or "retention in custody," involves facilities with padded cells and 24/7 surveillance, where detainees can be held for up to six months without legal representation or family visits. This is a continuation of a system previously used to intimidate and control party members.

Historically, the Communist Party's Central Commission for Discipline Inspection (CCDI) had used secretive detention methods to interrogate suspected officials, with no legal counsel or family access.

In 2018, amidst criticism over abuse and forced confessions, Xi abolished the "Shuanggui" system but did not end secret detention. Instead, he codified it under the newly established National Supervisory Commission (NSC), which merged with the CCDI and extended its powers to all public sectors.

Despite the formalisation, the Liuzhi system retains many of the features of its predecessor, including prolonged detention incommunicado and lack of oversight. A criminal defence lawyer who has worked on corruption cases involving Chinese officials told CNN that detainees still face abuse and coercion in Liuzhi custody.

"Most of them would succumb to the pressure and agony. Those who resisted until the end were a tiny minority," the lawyer said.

Liuzhi, the detention system introduced by Xi Jinping, casts a much broader net than its predecessor, Shuanggui. It targets not just Communist Party members, but anyone exercising "public power," including civil servants, school and hospital administrators, and even state-owned enterprise managers. It can also detain individuals linked to corruption cases, such as businessmen suspected of bribing officials under investigation, reported CNN.

High-profile detainees include billionaire investment banker Bao Fan and former soccer star Li Tie, who was sentenced to 20 years for corruption this month. Over the past two years, at least 127 senior executives of publicly listed firms have been detained under Liuzhi, many from private businesses, according to company reports.

विभाग के एक अधिकारी ने कहा कि ‘ऑपरेशन गोल्डन डाउन’ के तहत गत 19 फ़रवरी से विभिन्य शहरों में किये जा रहे छापेमारी में अब तक 101.7 किलोग्राम सोना के साथ अंतराष्ट्रीय सोना तस्कर गिरोह का भंडा भोड़ किया गया है |

अधिकारी ने बताया कि भारत नेपाल सीमा होते हुए सोना पटना लाया गया, फिर अलग- अलग ट्रेन और प्लेन के सहारे देश के विभिन्न शहरों विशेष कर मुंबई लाया गया था | डीआरआई ने सूचना पर ‘पैन इंडिया’ छापेमारी में अब तब पटना, पुणे और मुंबई से जब्ती और गिरफ्तारियाँ कर मामले में आगे की कार्रवाई शुरू कर दी है |

बॉर्डर न्यूज़ मिरर को एक प्रेस विज्ञप्ति के माध्यम से बताया गया कि गत 19 फ़रवरी को डीआरआई ने तीन सूडानी व्यक्ति को पटना से ट्रेन से मुंबई जाते हुये पकड़ा | पकडे गये विदेशी नागरिकों में दों के पास से 37.126 किलो सोना 40 अलग- अलग पैकेट में जब्त किया | तीसरा व्यक्ति इनका हैंडलर था जो भारत नेपाल सीमा से इन लोगों को दिशा निर्देश दे रहा था |  

अगले ही दिन यानि 20 फ़रवरी को टीम ने एक बस में सवार होकर पुणे से हैदराबाद जा रहे दो सूडानी महिला नागरिक को गिरफ्तार किया और उसके पास से एक बैग में रखे 5.615 किलो ग्राम सोना जब्त किया | उसी दिन डीआरआई की दूसरी टीम ने पटना से मुंबई पहुंचे रहे दो अन्य सूडानी नागरिक को मुंबई रेलवे स्टेशन पर धर दबोचा | दोनों व्यक्तियों के पास से 40 पैकेट्स में रखे 38.76 किलोग्राम सोना जब्प्त किया गया |

गिरफ्तार तस्करों के निशान देही पर अधिकारियों ने 20.2 किलोग्राम सोना के साथ 74 लाख वैल्यू के विदेशी रुपया एवं 63 लाख भारतीय रुपया मुंबई के अलग –अलग इलाकों से जब्त किया | इस दौरान तीन अन्य व्यक्तियों कि गिरफ़्तारी भी की गयी |

बताया गया कि सोना तस्करों के भारतीय साथी सीमा इलाके में प्रवेश करने से लेकर मुंबई एवं अन्य शहरों तक पहुँचने में सूडानी नागरिकों की मदद कर रहे थे |

MOTIHARI: Directorate of revenues intelligence (DRI) on Monday claimed to have seized 101.7 kg gold being smuggled from Indo-Nepal border and busted an international syndicate of the gangs of smugglers involved in illegal trade of yellow metals.

In a press communiqué provided to ‘Border News Mirror’, DRI officials said that it has busted a gold smuggling syndicate of Sudanese nationals operating through Nepal border. The DRI, in different interceptions in Patna, Pune and Mumbai seized a total of 101.7 kg of smuggled gold valued at Rs. 51 Crore (approx.).

 

The seized gold, mostly in paste form, was being brought to Patna through the Indo-Nepal border and then transported via train or by air to different parts of the country, largely to Mumbai.  

Under its ongoing Pan India operation “Operation Golden Down “, the DRI officials intercepted three Sudanese nationals in the late night of 19.02.2023 boarding a train at the Patna Railway Station destined to Mumbai.

Gold paste containing gold weighing 37.126 kg in 40 packets was recovered from 2 Sudanese who had ingeniously concealed it in a specially made cavity of the sleeveless jackets worn by them. The third person was the handler coordinating the smuggling activity at the border area and arranged the transport of smuggled gold.

The second set of two Sudanese lady nationals were intercepted on 20.02.2023 in Pune while travelling from Hyderabad to Mumbai via Bus and 5.615 kg of smuggled gold in assorted form was recovered from them concealed in their hand bags.

The third set of two Sudanese nationals travelling to Mumbai from Patna was intercepted at Mumbai Railway Station on 20.02.2023. Gold paste containing gold weighing 38.76 kg in 40 packets was recovered from 2 Sudanese who had concealed it in similar fashion. 

Acting swiftly on the leads provided by the smugglers/carriers, the DRI officers recovered about 20.2 kg smuggled gold in assorted forms along with ₹ 74 lakh worth foreign currency and ₹ 63 lakh Indian currency from different premises in Mumbai being used for extraction/ storage of smuggled gold. Three persons were apprehended in this follow up action. 

DRI has earlier unearthed various novel modus operandi of smuggling foreign origin gold into India such as smuggling from the north eastern part of the country either through courier route of logistics company or using concealment methods in vehicles or in person by bus, train, flight etc. or recovery of gold from sea bed in Tamil Nadu Coast, after it was thrown by smugglers from the fishing boat etc apart from the traditional modes used by the smugglers.

 

In the present operation, code named Golden Dawn, DRI seized a total of approximately 101.7 kg gold valued at Rs 51 crore along with ₹ 74 lakh worth foreign currency and ₹ 63 lakh Indian currency and arrested 7 Sudanese and 3 Indian nationals so far. .

इसके लिए नोटिस भी जारी किये गए हैं किन्तु प्रदर्शनकारी जगह खाली करने को तैयार नहीं हैं। इन प्रदर्शनकारियों को विपक्ष का समर्थन भी मिल रहा है।

श्रीलंकाई संसद में विपक्ष के नेता हर्षा डि सिल्वा ने गोटा गो गामा जाने की कोशिश की तो पुलिस ने उन्हें रोक दिया। डि सिल्वा ने ट्वीट कर कहा कि लगातार पांचवें दिन उन्हें गोटा गो गामा जाने से रोका गया है।

उन्होंने इसे सांसद के रूप में अपने अधिकारों का उल्लंघन करार दिया। उन्होंने कहा कि वे उन आंदोलनकारियों से मिलना चाहते थे, जिन्हें पुलिस गिरफ्तार करने की कोशिश कर रही है।

मीडिया रिपोर्ट्स के मुताबिक तालिबान सैनिकों के पहुंचने के बाद खून से लथपथ तीन लोग गुरुद्वारा साहिब से बाहर आए। इनमें से दो लोगों को अस्पताल भेजा गया। दहशतगर्दों के हमले में गुरुद्वारा के गार्ड की मौत हो गई। तीन तालिबान सैनिक भी घायल हुए हैं। दो हमलावरों को तालिबान सैनिकों ने घेर लिया है। माना जा रहा है कि सात-आठ लोग अभी भी अंदर फंसे हुए हैं।

इस बीच नई दिल्ली में विदेश मंत्रालय ने कहा- हम काबुल में एक पवित्र गुरुद्वारे पर हमले की खबरों से बहुत चिंतित हैं। विदेश मंत्रालय के प्रवक्ता अरिंदम बागची ने कहा- हम स्थिति की बारीकी से निगरानी कर रहे हैं और आगे की घटनाओं के बारे में अधिक जानकारी की प्रतीक्षा कर रहे हैं।

काबुल में हुए इस विस्फोट पर दिल्ली सिख गुरुद्वारा प्रबंधक कमेटी के पूर्व अध्यक्ष मनिंदर जीत सिंह सिरसा ने ट्वीट किया है। सिरसा के मुताबिक कार्ते परवान गुरुद्वारा साहिब पर आज सुबह श्री गुरुग्रंथ साहिब जी का प्रकाश करते समय दहशतगर्दों ने हमला किया है। इस समय गुरुद्वारा साहिब दहशतगर्दों के कब्जे में है। गुरुद्वारा साहिब के प्रेसिडेंट से उनकी लगातार बात हो रही है।

उल्लेखनीय है कि तालिबान की हुकूमत आने के बाद से अफगानिस्तान में आए दिन बम विस्फोट होते रहते हैं। एक हफ्ते के अंदर काबुल में तीन धमाके हो चुके हैं।

मुख्यमंत्री योगी आदित्यनाथ ने कहा कि भारत और इजराइल के द्विपक्षीय संबंध सतत प्रगाढ़ हो रहे हैं। दोनों देशों के बीच 30 वर्ष से मजबूत राजनयिक संबंध रहे हैं। प्रधानमंत्री नरेंद्र मोदी ने 2017 में अपनी इजरायल यात्रा के दौरान दोनों देशों के बीच सहयोग के विभिन्न मुद्दों पर चर्चा की थी। इस दौरे में उत्तर प्रदेश का एक प्रतिनिधिमंडल भी शामिल था। हाल के वर्षों में भारत-इजराइल के परस्पर संबंध नई ऊंचाइयों को छूआ है। उत्तर प्रदेश दोनों देशों के बीच परस्पर सम्बंधों की बेहतरी में अपनी सकारात्मक भूमिका निभाने के लिए तत्पर है।

मुख्यमंत्री ने कहा कि इजराइल के सहयोग से उप्र के बस्ती और कन्नौज जिले में दो सेंटर ऑफ एक्सीलेंस स्थापित हुए थे। दोनों ही अपने उद्देश्यों में सफलता प्राप्त कर रहे हैं। हमारी योजना हॉर्टिकल्चर और सब्जी उत्पादन क्षेत्र में नए सेंटर ऑफ एक्सीलेंस की स्थापना की है। इस कार्य में भी हमें इजराइल से आवश्यक सहयोग प्राप्त होगा।

उन्होंने कहा कि उत्तर प्रदेश में स्थापित हो रहा डिफेंस इंडस्ट्रियल कॉरीडोर इजराइल के लिए निवेश के अवसरों से भरा हुआ है। हमारे पास विशाल भूमि है, पर्याप्त मानव संसाधन है। हम रक्षा उत्पादन की इच्छुक निवेशक कंपनियों को सभी जरूरी संसाधन उपलब्ध करा रहे हैं। इजराइल के लिए यह अच्छा मंच है। ड्रोन और एंटी ड्रोन तकनीक में इजराइल के पास अच्छा अनुभव है। यूपी डिफेंस इंडस्ट्रियल कॉरीडोर में निवेश के लिए विचार किया जाना चाहिए।

मुख्यमंत्री योगी ने कहा कि उत्तर प्रदेश का पुलिस बल दुनिया के विशालतम सिविल पुलिस बल में से एक है। हम अपने पुलिस बल के आधुनिकीकरण की योजना पर काम कर रहे हैं। इस कार्य में इजराइल हमें सहयोग कर सकता है। फोरेंसिक लैब्स की स्ट्रेंथनिंग में भी इजराइल हमारा अच्छा सहयोगी बन सकता है।

मुख्यमंत्री जी ने कहा कि उप्र 25 करोड़ की जनसंख्या के साथ बड़ा बाजार भी है। प्रदेश में कृषि के साथ-साथ खाद्य प्रसंस्करण के क्षेत्र में विकास की असीम संभावनाएं हैं। इजराइल इस क्षेत्र में अपने प्रस्ताव दे सकता है।

 

राज्य सरकार दिल्ली के निकट यमुना इंडस्ट्रियल एक्सप्रेसवे पर मेडिकल डिवाइस पार्क का विकास कर रही है। इजराइल की कम्पनिया यहां निवेश के लिए आमंत्रित हैं। बुंदेलखंड क्षेत्र में सिंचाई व पेयजल के क्षेत्र में इजराइल के तकनीकी सहयोग से नवीन परियोजना प्रस्तावित है।

इजराइली राजदूत ने कहा कि इजराइल की सरकार उत्तर प्रदेश सरकार के साथ मिलकर किसानों की आय बढ़ाने के लिए कृषि एवं सिंचाई के क्षेत्र में, पेजजल की बेहतर उपलब्धता और जल संरक्षण के क्षेत्र में जो कार्य कर रहे हैं, उसे आगे बढ़ाएंगे। इसके साथ साथ डिफेंस, पुलिस मॉर्डनाइजेशन और उद्योगों के विकास में तकनीक हस्तांतरण भी करेंगे। उत्तर प्रदेश और इजराइल संयुक्त समूह बनाकर इन कार्यों को गति देंगे।

मेडागास्कर के उपराष्ट्रपति के तकनीकी सलाहकार विली रहरिजाओना ने बताया कि नोसी वरिका शहर तो 95 प्रतिशत से अधिक तबाह हो चुका है। पक्के घरों की छतें कागजों की तरह हवा उड़ा ले गयी। लकड़ी की झोपड़ियां तो पूरी तरह ध्वस्त ही हो गयीं। इस बीच देश की डिजास्टर मैनेजमेंट एजेंसी ने दावा किया है कि 48 हजार लोगों को सुरक्षित स्थानों पर आपातकालीन आवास सुनिश्चित कराए गए हैं। चक्रवात के कारण लोगों को शुद्ध पानी तक उपलब्ध नहीं हो पा रहा है। लोग भोजन बनाने के लिए भी गंदे पानी का उपयोग करने को विवश हैं। चिकित्सकों ने डायरिया फैलने की आशंका से इनकार नहीं किया है।

बीजिंग। पाकिस्तान के प्रधानमंत्री इमरान खान के लिए चीन का बहुचर्चित दौरा बहुत प्रभावी नहीं साबित हुआ है। इमरान को इस दौरे से निराशा ही हाथ लगी है, क्योंकि पाकिस्तान को चीन से नया कर्ज भी नहीं मिला है।विंटर ओलिंपिक का इस्तेमाल राजनीतिक प्रभाव बढ़ाने में करते हुए चीन के राष्ट्रपति शी चिनपिंग ने रविवार को पाकिस्तान के प्रधानमंत्री इमरान खान और पोलैंड के राष्ट्रपति आंद्रजेज डूडा से मुलाकात की। चिनफिंग ने पाकिस्तान के प्रधानमंत्री इमरान खान से अलग से मुलाकात की।

भीषण आर्थिक संकट झेल रहे पाकिस्तान को चीन से नया कर्ज मिलने की उम्मीद थी। बताया गया कि इमरान खान ने चीन के राष्ट्रपति शी चिनफिंग से तीन अरब डालर का कर्ज स्वीकृत करने का अनुरोध किया है लेकिन पहले से चीनी कर्ज के बोझ से दबे पाकिस्तान को और कर्ज देने की मंजूरी तो दूर, इस बाबत अब तक आश्वासन तक नहीं मिला है।

तमाम मुलाकातों व चर्चाओं के बावजूद पाकिस्तान को चीन से नया कर्ज नहीं मिल सका है। इस दौरान चीन-पाकिस्तान इकोनोमिक कारिडोर (सीपीईसी) के द्वितीय चरण में होने वाले कार्यो पर चर्चा हुई। सीपीईसी के प्रथम चरण के कई कार्य अभी पूरे नहीं हुए हैं। करीब दो साल से सीपीईसी पर कार्य बंद पड़ा है। चीन के निवेशित धन का ब्याज भी पाकिस्तान नहीं चुका पा रहा है। इमरान से मुलाकात में चीन के राष्ट्रपति शी चिनफिंग ने विश्वास जताया कि दोनों देश मिलकर बदलाव लाएंगे और चीन व पाकिस्तान का रणनीतिक सहयोग दुनिया में बदलाव का कारक बनेगा। चीन अंतरराष्ट्रीय संबंधों में पूरी तरह से न्याय और पारदर्शिता बरतता है। पाकिस्तान के साथ चीन के ऐसे ही रिश्ते हैं। दोनों देश संयुक्त राष्ट्र संघ सहित अन्य अंतरराष्ट्रीय मंचों पर मिलकर कार्य करेंगे।
