हरसिद्धि थानाध्यक्ष पर पूर्व मे भी वरीय अधिकारियों को ‘मिस्लीड’ करने के आरोप लग चुके है। पूर्व मे थाना क्षेत्र के बैरिया डीह पंचायत के घोघराहा में जांच के दौरान एक पुलिस अधिकारी विभा रानी पर हमले की खबर आई, लेकिन इस मामले मे थानाध्यक्ष ने वरीय अधिकारी को सूचना दी की ऐसी कोई घटना नही घटी है। स्थानीय पत्रकारों पर आरोप लगा कि उनके द्वारा घटना को बढ़ा–चढ़ा कर पेश किया गया। जबकि घटना के एक दिन बाद उसी मामले मे पुलिस पर हमला के आरोप मे पांच लोगों को अभियुक्त बनाया गया।

मोतिहारी। हरसिद्धि थाना क्षेत्र के गायघाट चौक पर व्यवसायी कामता मिश्रा पर हुए कातिलाना हमले मामले मे पुलिस अब तक अंधेरे मे तीर मारती नजर आ रही है, जिसको लेकर स्थानीय पुलिस पर सवाल खड़े होने लगे है।

मोतिहारी एसपी स्वर्ण प्रभात, जो गंभीर कांडों को जल्द से जल्द उद्भेदन को लेकर पूरे बिहार मे सुर्खियों मे रह रहे है, उन्ही के अधिकारी के गलत व्यानी और उक्त मामले मे ‘शिथिलता’ सवालों के घेरे मे आ गया है।

घटना के करीब दो सप्ताह बाद भी ना तो अब तक अपराधियो की पहचान हो सकी है और ना ही घटना के कारणो तक पुलिस पहुँच सकी है। जिसको लेकर आक्रोश पनपने लगा है और पीड़ित परिवार वाले दहशत के साये मे जीने को विवश है।

हैरत तब हुई जब बृहस्पतिवार को पुलिस ने संभावित हमलावरों के सीसीटीवी फुटेज जारी करते हुए पहचान करने पर दस हजार के इनाम की घोषणा करते हुए इस मामले मे पूर्व मे दिए अपने बयान से यू- टर्न ले लिया ।

बताते चले कि घटना के तुरंत बाद पुलिस ने घटना मे शामिल हमलावरों के पहचान होने और घटना के पीछे जमीनी विवाद के एंगल होने का दावा किया था। मोतिहारी एसपी स्वर्ण प्रभात ने स्थानीय पुलिस अधिकारियों के बयान के आधार पर घटना को लेकर प्रारंभिक सूचना मीडिया को दी थी। मीडिया ने इसी बयान के प्रमुखता से प्रकाशित भी किया था ।

लेकिन अब यह प्रतीत हो रहा है कि स्थानीय अधिकारियो ने विशेष कर हरसिद्धि थानाध्यक्ष ने मोतिहारी एसपी को फिर से ‘मिस्लीड’ यानि गलत बयानी करने का प्रयास किया है। घटना के बाद कुछ लोगों को पूछ-ताछ को लेकर ‘डिटैन’ किया गया था, जिसको पर्सनल बॉन्ड पर छोड़ दिया गया।

उल्लेखनीय है कि कामता मिश्रा को उनके दुकान पर ही तीन हमलावरों द्वारा गोली मार हत्या का प्रयास किया गया था। वर्तमान मे कामता मिश्र पटना मे इलाज के लिए भर्ती है, वही जिले के सभी व्यवसायी संगठन इस मामले को लेकर संदेहास्पद चुप्पी मे है। श्री मिश्र के परिवार वालो को मोतिहारी एसपी स्वर्ण प्रभात पर भरोसा है।

बताया गया कि घटना मे अगर हमलावरों की पहचान स्पष्ट नहीं हो तो अज्ञात पर मुकदमे होने से पुलिस स्वतंत्र हो कर अनुसंधान करती है, लेकिन नामजद अभियुक्त को पकड़ना और उद्भेदन दोनों ही आसान होता है। कामता मिश्रा के साथ-साथ शिक्षक राजकुमार सिंह दोनों का मुकदमा अज्ञात पर हुआ था । दोनों मे अभियुक्तों की पहचान अभी बाकी है। शिक्षक राजकुमार सिंह को दो गोली और 15 चाकू चिरैया थाना क्षेत्र मे मारे गये थे।

10 किलो चरस के साथ गिरफ्तार सरकारी शिक्षक को मिली जमानत, पुलिस के “प्लांटेड चरस” खेल पर भी सवाल

पूर्व के एक बड़े पुलिस पदाधिकारी के कार्यकाल के दरम्यान हुई गिरफ्तारियों पर अगर नजर डाली जाए तो पता चलेगा उनके समय बड़ी संख्या मे चरस के साथ लोगो को जेल भेजा गया था। कई मामले मे “प्लांटेड चरस” की बात कही गई थी। कुछ जमीन कारोबारियो को पुलिस से उठवा कर चरस के पैकेट दिखा कर पैसे की उगाही के आरोप लगे थे, जेल भेजने के ज्यादातर मामलों में एक किलो चार सौ ग्राम हुआ करते थे। जिसपर कई तरह के सवाल भी उठा करते थे। जिसकी किसी बड़े एजेंसी से जांच कारवाई जाए तो मामला सामने आ सकता है।

मोतिहारी। भले ही हम दावा करे कि वर्तमान मोतिहारी एसपी स्वर्ण प्रभात के नेतृत्व मे पूर्वी चंपारण जिला एक बेहतर पुलिसींग के दौर से गुजर रहा है, परंतु अब भी चंद भ्रष्ट अधिकारी ऐसे हैं, जिनके कारगुजारियो से पुलिस विभाग को शर्मशार होना पड़ता है।

वैसे तो इस जिले मे पूर्व के एक बड़े पुलिस अधिकारी पर दर्जनों की संख्या मे निर्दोष लोगो एवं छोटे- बड़े अपराधियो को “चरस प्लांट” कर जेल भेजने और भया दोहन के आरोप लगते रहे, परंतु महज पाँच माह पूर्व के एक मामले मे उच्च न्यायालय ने अभियुक्त को जमानत देते हुये पुलिस पर एक बड़ी टिप्पणी कर दी।

ताजा मामला गत सितम्बर महीने मे रक्सौल मे 10 किलो चरस के साथ गिरफ्तार दो लोगों से जुड़ा है, जिसको लेकर पटना हाई कोर्ट के जस्टिस संदीप कुमार ने पुलिस के कारगुजारियो पर सवाल उठाते हुये एक अभियुक्त शैलेन्द्र ठाकुर पिता अरविन्द ठाकुर, ग्राम हरैया, रक्सौल को जमानत दे दी है।

जस्टिस संदीप कुमार ने गत 6 मार्च को जारी अपने आदेश मे कहा कि पुलिस सब इंस्पेक्टर संजीव पासवान ने सरकारी शिक्षक शैलेन्द्र ठाकुर को गलत रूप से फँसाया है। जस्टिस ने अपने आदेश मे स्पष्ट रूप से कहा कि पीएसआई संजीव पासवान खुद प्राथमिकी दर्ज करने को लेकर घुस लेने के आरोप मे ‘विजिलेन्स’ के द्वारा ‘रेड हैन्डिड’ गिरफ्तार हुये। वही शिक्षक शैलेन्द्र ठाकुर की कोई आपराधिक रिकार्ड नही है और सरकारी शिक्षक से चरस तस्करी की उम्मीद नही की जा सकती।

जस्टिस ने बेल पेटिसन के पारा 12 और 13 को खास कर अपने ऑर्डर मे चर्चा करते हुए बताया कि दावा किया गया कि पुलिस सब इन्स्पेक्टर खुद आरोपित पुलिस अधिकारी है, जो घुस लेते हुये विजिलेन्स के हाथो गिरफ्तार हुये थे और उनके ऊपर विजिलेन्स पुलिस केस नंबर 09/24 दर्ज कर संजीव पासवान को जेल भेजा गया है।

बेल पेटिसन मे पुलिस के उस दावा को भी खारिज कर दिया गया, जिसमे पुलिस ने बताया कि दोनो व्यक्तियो को रक्सौल के लक्ष्मीपूर बायपास से एक थैला मे रखे 20 पैकेट चरस के साथ पकड़ा गया। सच्चाई ये है कि पुलिस ने 14/09/2024 को रक्सौल के कोइरिया स्थित होटल श्याम इंटरनेशनल मे छापेमारी किया, जहां शैलेन्द्र ठाकुर भी उपलब्ध थे और उन्हे एक उजला बोलेरो गाड़ी मे फेंक दिया गया और बाद मे केस मे फंसा दिया गया। जिसकी सीसीटीवी फुटेज भी कोर्ट को उपलब्ध कराई गई।

अभियुक्त शैलेन्द्र ठाकुर के अधिवक्ता विकास कुमार “पंकज” ने कहा कि पुलिस ने एनडीपीएस एक्ट के तहत जप्ती और छापेमारी को लेकर जो निर्देश सेक्शन 8 और 13, 42 और 49 और 52 (2)(c) मे दिए गए थे, उसका उल्लंघन किया गया था, साथ ही छापेमारी के स्थान को बदलते हुये, गलत रूप से अभियुक्त शैलेन्द्र ठाकुर को फंसाया गया। पुलिस सब इंस्पेक्टर संजीव पासवान खुद भ्रष्टाचार मे लिप्त रहने के आरोप मे जेल मे है, साथ ही अपने पद का गलत फायदा उठाने को लेकर आरोपी रहे है। इस मामले मे भी जप्ती के वक्त गवाहों से सादे कागज पर हस्ताक्षर ले लेने के आरोप लगे है। नियमानुसार एनडीपीएस मामले मे छापेमारी से पूर्व वरीय अधिकारियों को लिखित सूचना देनी है और मजिस्ट्रेट के साथ कार्रवाई करनी है, लेकिन इन निर्देशो का भी पालन नहीं किया गया।

India’s military might were displayed in Motihari- a twin city located along Indo-Nepal border in Bihar on Friday, with all three army wings showcasing military life, weapons and advance equipment being used by infantry and Special Forces.

Governor of Bihar Arif Mohammad Khan along with senior Army officials inaugurated the two days event beginning from 7 February and Paratroopers welcomed the guests with tricolor leaving Motihari residents spellbound.

Addressing the gathering, the Governor said that Indian culture is inherent with the concepts of non-violence, that doesn't mean we are sissy. To protect our territories and give befitting reply to those who ever thought to intimidate us, we have equipped our army with world class war technologies.

For the first time, the Motihari citizens got this unique opportunity to witness cutting-edge weaponry, advanced defense systems in ‘Shourya Bednam’- an event organized in the field of Gandhi Maidan, Motihari jointly by the union defense ministry and district administration.

The soldiers left the crowd awestruck with a daring display of precision and bravery, with the display of operational readiness and fostering a sense of pride among huge numbers of youths thronged at the event site.

District magistrate of East Champaran Saurabh Jorwal said that event is aiming to showcase Indian army strength, technological advancements, while bridging the gap between civilian and armed forces, and encouraging youths.

A huge gathering, on the occasion witnessed Bofors Tank, T-90 tank, Bofors gun drill maneuver, indigenous K-9 automatic tank, BMP vehicle, locating radar and AK-47 and other deadly weapons being used by India army at the time of war.

A thrilling demonstration of Su-30 fighter jet, AN- 32, and Chetak fly past draws the audience. Free fall demonstrations from 8000 feet also fascinated the spectators in the same vein.

India army’s operational demonstration (raids on enemy communication) added additional interests among spectators. Air force’s exhibition of advanced weapons and Dog show, Robotic mules, martial arts, dare devil Bike display, operational demo, and a gala cultural show by army wings draws huge appreciations.

Forces exhibited Khukri Dance, Bhangda dance, Chhau dance and left the audience spell abound. Coordinated mass band was also a fresh experience for the audience.

MOTIHARI: Ever since IPS Swarn Prabhat joined as superintendent of police (SP) in Bihar’s East Champaran district, no less than one offender has been punished daily.

Against at least 300 others, court and police actions are being initiated almost every day, thanks to effective prosecution and proactive policing in this bordering district, a court officer said.

District Public Prosecutor (PP) Digvijay Sinha on Sunday, while commending Motihari police’s action in intensifying court proceedings, said that at least one court punishment daily is seen in Motihari court, and action like properties attachment and issuing court warrants, summons etc is being done in huge numbers almost every days.

PP, while interacting with “Border News Mirror” said that due to focus on strong prosecution and active support of prosecution monitoring cell of Motihari police in ensuring witness in court and providing materials in police diary, it has became possible for ensuring maximum punishments to accused involved in the heinous crime.

“Motihari SP has constituted a prosecution cell that has led to strong prosecution in crimes like murder, POCSO, loot and rape etc”, said PP adding that they strongly pursues concrete evidences and help prosecution and court to reach on justifiable conclusion in the case.

Motihari SP has deputed some officials in the prosecution monitoring cell, where they meet additional public prosecutors and public prosecutors to procure lists of witnesses and ensure them in court on date, he said.

Earlier, we kept sending arrest warrants, witness summons, 82 and 83 of CRPC to police but most often that were turned in deaf ears. Even investigating officers and doctors would rarely visit in court to depose their witness despite repeated notices. Being tired of inordinate delays in justice, victims would prefer to stoop before offenders, but now they are freely enjoying justice, PP recalled.

Additional public prosecutor (APP) Sadhu Sharan Singh posted in the court of 22 number ADJ, said that even judges are commending the SP’s initiatives in open court. Few days ago, additional dostrict and session judge (AdJ) 6 (POCSO) reprimanded a police officer, who alleged to have asked Rs 40,000 as graft against release of a seized vehicle even after a court order while praising SP's action.

Notably, Motihari SP has launched many operations to expedite investigations in pending cases, arrest offenders, announce rewards and undertake property attachment in mass levels. On two occasions, his over hundred bulldozers, 100 on each occasion barged at the houses of 100 absconders at 100 different locations and attached their properties or forced them to surrender.

SP has undertaken a number of initiatives for police reforms and launched crackdown against criminals and liquor ban violators. He announced rewards on the heads of over 250 criminals and forced them to surrender before laws.

MOTIHARI: Back to Back killing to protect so called family honour, has sparked outrage in this bordering district of Bihar’s East Champaran.

On the intervening night of Tuesday-Wednesday, a minor 'love bird' committed suicide in Kodha village under Chiraiya police station. Before hanging them self, lover Amit filled his girlfriend Rani's 'Maang' with blood making an incision on his thumb.

Both were from the same village, belonged to different castes and near adult. As family prestige was coming in the way of their marriage, they resolved to end their life hanging themselves with a branch of mango tree.

A day before this, in Siswa Kharar village of Kalyanpur police station, a minor girl was murdered by her father, brother and uncle. This girl had committed the crime of falling in love with a boy from the same village.

On 13 January last, a father named Vinod Prasad killed his own daughter in Kotwa village because she was allegedly having a relationship with her lover even after marriage. Police acted properly in all cases.

These incidents are heartbreaking and disturbing, highlighting the darker aspects of societal pressure and the desire to protect family prestige. The concept of "Honor killing" is rooted in traditional and cultural beliefs, where the perceived dishonor brought by a family member, often a woman, is punished by death.

In many cases, honor killings are connected to issues like caste, religion, and social hierarchy. The fact that Amit and Rani of Chiraiya belonged to different castes, despite being from the same village, was enough to spark opposition to their marriage. Similarly, the minor girl in Siswa Kharar village was murdered for falling in love with a boy from the same village.

Apart from this, the brutal murder of children by their own relatives for prestige, which is happening in this district, has become a hot topic of discussion in the district. As a result, considering it necessary to investigate the mental state and law behind these incidents, advocates of district Bar were talked to.

General Secretary of district bar association (DBA) Rajeev Dwivedi aks Pappu Dubey while talking to BNM said that, It's essential to address the underlying societal issues that lead to these heinous crimes. Education, awareness, and stricter laws can help prevent such incidents and protect individuals from violence and gender discrimination.

Kanhaiya Singh, former general secretary of DBA told that the lack of a specific law to deal with honour killing is a significant concern. Law-enforcement agencies are forced to charge suspects under separate provisions of the IPC, depending on the scale of the crime.

Former DBA General Secretary Narendar Dev is of the views on the issues that, the issue of honour killing is deeply rooted in India's feudal society, marked by caste wars, untouchability, and patriarchal mindsets. Politicians must take a firm stance against honour killing, prioritizing the protection of citizens' constitutional and democratic rights over vote-bank politics.

Advocate Manoj Singh said, a session’s court in Karnal of Hariyana awarded the death penalty to five men for killing a couple, who had married against the diktats of a khap panchayat. This judgment marks a significant step towards addressing honour killings. Motihari police administration should come forward to protect such couple.

Advocate Vivekanand Shrivastava, said that the existing laws are enough to tackle such crime. The Law Commission's recommended bill, the Prohibition of Interference with the Freedom of Matrimonial Alliance Bill, is still pending.

Over honour killings, the Supreme Court issued a notice to the centre and eight states, seeking explanations for the steps taken to prevent such incidents. The government has decided to constitute a Group of Ministers to consult with states and explore the possibility of enacting a special law to tackle honour killings.

On this growing concern experts are, however, divided on the need for a specific honour killing law. Some argue that existing laws are sufficient if implemented properly, while others believe that more stringent provisions are required to address the menace of honour killings.

Vivek Murder: Citizens Takes out ‘Peace cum Justice’ March For Justice

Thousands of citizens gathered at Nursing Baba temple in Motihari to demand justice for Vivek Thakur, a real estate trader who was brutally murdered. The peaceful protest, dubbed 'Peace cum Justice' march, saw participants carrying billboards that read "Vivek Ko Nyay Do" (Give Vivek Justice). They urged the Motihari police and judicial system to punish the killers and conspirators with capital punishment as soon as possible.

The protesters expressed outrage over the cold-blooded murder, with many condemning it as a cowardly act against humanity. They demanded a speedy trial and identification of all conspirators involved in the crime. Superintendent of Police Swarn Prabhat assured that Jhunna Singh, the prime accused, had confessed to the crime and revealed the involvement of real estate mafias and arms suppliers.

The police have arrested Ramanand Thakur, who rode the bike during the murder, and are collecting evidence against all those involved. The investigation suggests that land disputes may have been a trigger point in the execution. The citizens have placed their faith in Motihari SP, believing that he will ensure justice is served and no one is spared.

MOTIHARI : Residents across the district took out a peace cum justice march at Nursing Baba temple near Mufassil police station, condemning Vivek Thakur murder and demanding capital punishments to the killer and all the conspirators involved in this crime on Wednesday.

On a random call through social media platforms, thousands of sympathizers of Vivek and the members of civil society gathered at Nursing Baba Math at around 3.30 PM carrying billboards in their hands. The Billboard reads, “Vivek Ko Nyay Do”.

The participants were sloganeering against crime and criminals and demanding Motihari police and judicial system to hang shooters and conspirators behind Vivek's murder as soon as possible.

Expressing outrage on the cold blooded murder of real estate trader Vivek Thakur, civil society members demanded unfold the all conspirators behind murder, Dr CB Singh told “we are demanding from Motihari SP to identify all the conspirators and shooters in the case and bring them to justice through speedy trial. Alok Sharma- an educationist told that murder is a cowardly act that is against humanities. District police are supposed to punish all those involved in this crime, Political activists cum ex-mukhiya of Raghunathpur Vinay Singh said, “We are conducting this peaceful protest demanding expeditious justice for this heinous crime.

While updating the case’s investigation, Superintendent of Police (SP) Swarn Prabhat said that Jhunna Singh aks Mohit Singh admitted that he killed Vivek thakur, During interrogation in Motihari central jail, arms supplier and some real estate mafias has been identified. Police are collecting evidence against all these people for further actions.

Notably, on Monday, Jhunna Singh-the prime accused in the case, surrendered before a court in Motihari after police mounted excessive pressures on Jhunna’s families. On the admission of Jhunna in the court, Police arrested Ramanand Thakur, who rode bike at the time of murder Jhunna and Ramanand Thakur both are native of Murarpur village under Harsiddhi police station.

Police revelation that Jhunna divulged names of some real estate mafias and realtors behind this crime- is clear indicator that land dispute also may be a trigger point in this execution. “Who instigated, who made available the gun and who will be benefited after the elimination of Vivek- all the angles are being investigated, " police said.

MOTIHARI: Eerie silence pervades in and around Radhiya villages under Areraj police station even after three days Vivek Thakur was shot dead in a location of Laxmipur- outskirts of Motihari on Thursday.

On Saturday, the huge numbers of supporters of Vivek gathered in motihari Arya Samaj Temple, where prayers for the peace of Vivek’s departed soul had been organized.

Outrages were seen brewing on the face of hundreds of youths in Arya Samaj temple, but mature voices in the crowd seen erratically asking them to wait for police actions. Vivek was killed by his bosom friend on whom he trusted more than his parents and relatives and stashed crores of rupees in his friend’s accounts, which is said to be one of the cause of murder.

One Jhuna Singh, who is identified as one of the killers of Vivek is reported to have sneaked into Nepali territories to evade police arrest. Motihari SP has announced Rs 25K on Jhunna head and issued an ultimatum to confisticate his all properties if he failed to surrender within 48 hours. The Timeline for police action is ending on Monday.

Motihari SP has won people's trust after his many exemplary actions that he took to control crime. Vivek’s friend Jhunna Singh's betrayal has become a crush of gossip on social media. In most of the comments, people are questioning true friendships and discussing the betrayal of a friend.

Vivek got married a month ago and was killed by his own friend only to control over crores of rupees of Vivek, which he had deposited in Jhunna bank accounts. Vivek was shot dead by two motorcycle-borne gunmen on Thursday morning, sending shockwaves through the community. The police have formed a special investigation team (SIT) to probe the incident, and the Superintendent of Police, Swarn Prabhat, has assured that all possible angles will be investigated. The incident has sparked widespread outrage, with locals gathering in large numbers at the Motihari Sadar Hospital where Vivek's autopsy was performed.

MOTIHARI: In a dramatic shootout on the outskirts of Motihari, two motorcycle born gunners shot dead trader Vivek Singh- a resident of Radhiya village under Sangrampur police station area in east champaran district on Thursday.

In morning, Vivek was going on his bike, when he was intercepted in Balganga locality and shot from very close blank range on the head and hand, police said adding “Doctors declared him brought dead leading motihari police to begin investigations and identify those involved in this incident.

The incidents prompted superintendent of police of east champaran district Swarn Prabhat to form a special investigation team (SIT) led by Sadar DSP Jitesh pandey. Mr Prabhat soon after the incident rushed to the spot where Vivek was attacked. “Someone called up Vivek and shot him dead” SP shared his preliminary investigations saying the SIT to go through all possible angles in the case.

Vivek –the deceased got married a few months ago and he has a great fan following among the youths. As the incident spread like wildfire, people thronged in Motihari Sadar Hospital, where autopsy of Vivek’s body was undertaken amid huge security arrangements.

Locals said that Vivek was sitting near his house when one of his staff asked him to go somewhere else with him. Later on the family came to know that he was killed. Cremation performed in Raghunathpur localities, where huge numbers of crowd gathers.

State congress Chief Dr Akhilesh Prasad Singh mourned the untimely demise of Vivek and condemned the cowardly acts of unbridled criminals in the state. He also consoled next to the family members of the deceased demanding immediate arrests of culprits involved in this crime. Besides, Mamta Ray district board chairman also consoled aggrieved family members demanding prompt action from district police administrations in this case.

MOTIHARI : After UP, now bulldozer has started trending in Bihar as well. This time a historic action by Motihari police has made it to the front page of newspapers.

In a bold move to tackle crime, the police in East Champaran district of Bihar, led by SP Swarn Prabhat, took bulldozer action against around 100 absconding criminals on Tuesday.

The police, equipped with JCBs, demolished the houses of these criminals, who had failed to surrender despite receiving notices.

Panic among criminals is so severe that as soon as police reach their respective houses, many accused surrendered before court, and more than two dozen warranty have surrendered so far, SP said.

The police action has left the criminals in a state of panic.

Notably, the operation is part of a campaign aimed at attaching and confiscating properties of absconding criminals.

All 50 police station in-charges, circle inspectors, and DSPs are involved in this campaign, SP said.
SP said, "All the 100 absconders whose houses were earmarked for actions has also been served notices to surrender within a time frame".
This move by the police is seen as a significant step towards tackling crime and ensuring that those who break the law face the consequences.

MOTIHARI: With a rabid dog bites over five dozen ‘morning saunters’ in local Gandhi Maidan 0n Tuesday, the victims of the surprise attacks limp into the city's biggest public hospitals creating a chaotic situation before medical staff on duty in Motihari Sadar Hospital.

As fear psychosis gripped among locals, the numbers of strollers reduced significantly on Wednesday. The rabid dog bites all age group people from young to old including some police personnel- would visit this field in morning to inhale pure oxygen and work out there.

The villagers of Majurahan village located just adjacent to this field however chased away but later on beaten to death the stray’s dog only after it had bit dozens of people. The outdoor of Motihari Sadar hospital was preoccupied since morning as the rabid animal began attacking at 5 am morning.

Rakesh, Bhonu and Ramjee Sah said many take shelter in private hospitals after serious injuries and getting treatments there. Advocate SK Pankaj- a native of Majurahan village said that dogs attacked our villagers but animal was beaten to death immediately after it went on attacking helpless ones. “Enraged over the inaction by the nagar nigam authorities over stray animals, locals reportedly beat the dog to death”, Pankaj Said.

All told the same frightening story: stray dogs had bitten them.

Manoj Kumar, 10, had an angry slash across his back from the same dog that charged on him at the time he was running in the field.

“We rushed to the hospital where I was administered rabies' injection closed,” said Manoj's father.

Notably, packs of strays lurk in public parks, guard alleyways and street corners and howl nightly in neighborhoods and villages in the district. Joggers carry bamboo rods to beat them away, and bicyclists fill their pockets with stones to throw at chasers.

A law under section 428 and 429 of IPC of Prevention of Cruelty to Animal Act forbade the killing of dogs, and the stray dog’s population has increased in Motihari much.

While Kaushal Dubey, manager of Sadar hospital admitted that Motihari Sadar Hospital alone had administered rabies injection over five dozen victims of Gandhi Maidan, Nagar Nigam commissioner Saurabh Yadav said they are contemplating catching stray dogs and leaving them in forest regions.

मोतिहारी : अपराध और अपराधियों के प्रति “ज़ीरो टोलेरेन्स” अख्तियार करने वाले जिले के पुलिस अधीक्षक स्वर्ण प्रभात इन दिनों पुलिस टीम पर हमला करने वाले तत्वों की कब्र खोदने मे जुट गए है, साथ ही ऐसे तत्वों से निपटने को लेकर उन्होंने एक बेहतर जुगाड़ भी अपने पुलिस के हवाले कर दी है |

बता दे कि जिले के पहाड़पुर थाना क्षेत्र स्थित लिपनी गाँव मे अपहरण की शिकार एक लड़की संबंधित मुकदमे की जांच करने गए पुलिस टीम पर हमले के बाद पुलिस अधीक्षक खासे आक्रामक हो गए और जिले के पुलिस अधिकारियों की एक बैठक बुला कर सभी क्षेत्रों से पुलिस पर हुये हमलों से संबंधित अभियुक्तों के विरुद् एक विशेष “क्रैक डाउन” शुरू करने का आदेश दे दिया, जिसमे 24 घंटे के भीतर ही 42 अभियुक्तों को पकड़ कर जेल के सलाखों के पीछे भेज दिया गया है |

लिपनी गाँव वाले वायरल विडिओ मे दिख रहा एक पुलिस अधिकारी हमले के बाद हाँथ मे पिस्टल निकाल लेता है, ताकि लोग डर जाए, फिर भी ग्रामीण मार- मार कर अधिकारी के सर फोड़ देता है | मामले मे मुन्ना कुमार और सोनू कुमार नामक दो पुलिस कर्मी बुरी तरह से जखमी हो गए थे |

मामले के तुरंत बाद एक महिला अनीता कुमारी को पुलिस ने पकड़ लिया था, परंतु शनिवार को उक्त मामले मे दो और अभियुक्त कपिलदेव कुमार और संजय कुमार पकड़े गए है | मामले मे कुल सात नामजद तथा 10-से 15 अप्राथमिक अभियुक्तों की गिरफ़्तारी को लेकर पुलिस अधीक्षक ने ना केवल थानाध्यक्ष की सैलरी रोकी है, बल्कि अनुमंडल पुलिस पदाधिकारी, अरेराज रंजन कुमार और स्थानीय सर्कल इन्स्पेक्टर से शो कॉज़ करते हुए घटना मे कार्रवाई मे देरी का कारण भी पूछा है |

यही नहीं पुलिस अधीक्षक ने अपने अधिकारियों को हथियार के साथ- साथ डीआरडीओ निर्मित चिली ग्रेनेड से लैश रहने का आदेश दिया है | इसके लिए एजेंसी से बड़ी मात्रा मे चिली स्प्रे और ग्रेनेड की मांग की गई है, ताकि ऐसे भीड़ से निपटा जा सके|

बताया गया कि नॉर्थ पूर्व के कई राज्यों सहित आर्मी और पारा मिलिटरी फोर्स के लोग इस “चिली ग्रेनेड” का इस्तेमाल करते रहे है | इसका पहला ट्रायल वेस्ट बंगाल मे हुई, फिर हरियाणा और दिल्ली मे भी भीड़ को तितर- बितर करने मे इसका कई बार इस्तेमाल हुआ है | इसमे खास मिर्च के इस्तेमाल होने के कारण लोगों के शरीर मे भारी जलन शुरू हो जाती है, फिर लोग भागने लगते है |

उल्लेखनीय है कि पूर्व मे जिले मे कई जगह पुलिस टीम पर हमला किया गया | ऐसे हमले विशेष कर शराब के ठिकानों पर छापेमारी के दरमियान हुई बताई जाती है | वर्षों पूर्व के कई ऐसे मामलों के अभियुक्त आज भी खुलेआम घूम रहे है, जिसमे से कइयों को पुलिस ने गिरफ्तार किया है | ऐसे मामलों के ज्यादातर अभियुक्तों को जिले के नेताओं के संरक्षण प्राप्त होते है |

Police attacked, SDPO and CI Slapped “Show-Cause’, SHO’s salary hold up

Superintendent of police (SP) Swarn Prabhat is determined to improve law and order in Motihari, and he's willing to take tough measures to ensure accountability within his team.

MOTIHARI: Motihari Police are facing hard times of late. Although 48 hours is not enough to catch accused persons practically if they are fleeing, yet Motihari police have to show its performances or else the preparation to let the axe fall on them will begin.

Superintendent of police (SP) of Bihar’s East Champaran district Swarn Prabhat, who hit the headlines ever since he joined Motihari is likely to spare none if he finds any laxity in any case by any officials. No matter if they are SDPO or SHO or any one.

In the run up of SP’s exemplary actions to improve law and order, he served show cause notice to circle inspector and SDPO, Areraj holding the salary of Pahadpur SHO.

This came after a police team was deadly attacked by some people injuring two of them seriously, when the police team had gone to recover and investigate a girl’s abduction case.

Piqued over the incident, SP threatened accused persons to surrender before court within 24 hours or be ready to face property confiscation. Besides, he also served show cause and held up salary to his men for ‘inordinate delays’ in arresting culprits involved in this attack.

Motihari police are facing tough times after a police team was attacked while investigating a girl's abduction case, leaving two officers seriously injured.

Superintendent of Police Swarn Prabhat is taking strong action, serving show-cause notices to the Circle Inspector and SDPO, Areraj, and even holding up the salary of Pahadpur SHO.

The SP has given the accused 24 hours to surrender or face property confiscation. He's also slammed his own team for "inordinate delays" in arresting the culprits, citing the lack of progress 48 hours after the incident. This isn't the first time Prabhat has taken bold action; he previously issued a show-cause notice to the Station House Officer (SHO) over the RPF inspector case.
