MOTIHARI: At a time when public confidence in policing is often shaken by recurring scandals, the decisive action taken in the Sugauli bribery case has offered a rare and reassuring counter-narrative.

In Bihar’s East Champaran district, where a Circle Inspector was caught accepting ₹60,000 to derail a criminal investigation, the response from the top brass has stood out as an example of leadership rooted in integrity and resolve.

Under the clear directions of DIG Harikishore Ray and SP Swarn Prabhat, the department demonstrated that corruption, regardless of rank or connection, will not be tolerated. 

Their prompt action sent a powerful message down the chain of command: the uniform is a symbol of service, not a shield for wrongdoing.

The Sugauli episode exposed uncomfortable truths about how influence and internal networks can be misused to manipulate investigations. 

Yet, it also highlighted how strong leadership can interrupt that cycle. By acting without delay, DIG Ray and SP Prabhat reinforced the principle that accountability is not optional but foundational to policing. 

In doing so, they restored a measure of faith among citizens who often feel helpless in the face of institutional apathy.
What sets this response apart is not just the punishment of the guilty, but the intent behind it.

 Both officers have consistently emphasized discipline, transparency, and ethical conduct as non-negotiable values. Their approach reflects an understanding that public trust is earned through actions, not slogans. 

In a system frequently accused of protecting its own, their decision showed the courage to put institutional credibility above individual convenience.

However, this moment should also serve as a starting point, not a conclusion. 

While suspensions are necessary, long-term reform will require systemic changes—robust internal vigilance, regular audits, and protection for whistleblowers.

 Leadership at the top, as demonstrated in East Champaran, is crucial to driving these reforms forward.

In a district headquartered at Motihari, this case has become more than a scandal; it has become a benchmark. 

It proves that when senior officers choose principle over pressure, the badge regains its honor. 

DIG Harikishore Ray and SP Swarn Prabhat have drawn a clear line—one that separates authority from abuse, and power from responsibility. In doing so, they have shown that meaningful change in the Bihar Police is not just possible, but already underway.

कल्याणपुर l पूर्वी चंपारण जिले के कल्याणपुर थाना हाजत में शुक्रवार की देर रात एक कैदी की मौत से हड़कंप मच गया। मृतक की पहचान मोतिहारी जिले के कल्याणपुर निवासी गफ्फार मियां के रूप में हुई है।

घटना की जानकारी मिलते ही पुलिस प्रशासन और जिला अधिकारी हरकत में आ गए। फिलहाल घटना की जांच उच्च स्तर पर जारी है और पोस्टमार्टम रिपोर्ट की प्रतीक्षा की जा रही है।

पुलिस अधीक्षक, मोतिहारी स्वर्ण प्रभात द्वारा बताया गया है कि मृतक गफ्फार मियां थाना कांड संख्या 443/25 (धारा 64, 115(2), 3(5) बीएनएस) का नामजद अभियुक्त था। उसे इसी प्रकरण में गिरफ्तार कर 12 दिसंबर की रात थाना हाजत में रखा गया था। जहाँ उसने लुंगी से आत्म हत्या कर लिया l

घटना के बाद जिले भर में सनसनी फैल गई। पुलिस अधीक्षक के निर्देश पर एसडीएम, अनुमंडल पुलिस पदाधिकारी (एसडीपीओ) और अन्य वरिष्ठ अधिकारी तुरंत कल्याणपुर थाना पहुंचे।

अधिकारियों ने घटनास्थल का निरीक्षण किया और सारे साक्ष्य सुरक्षित रखने के निर्देश दिए।जांच प्रक्रिया के तहत जिला दंडाधिकारी की देखरेख में हाजत का निरीक्षण कराया गया।

फॉरेंसिक साइंस लेबोरेटरी (FSL) की टीम को बुलाकर घटनास्थल से साक्ष्य जुटाए गए। इसके साथ ही पूरे निरीक्षण की वीडियोग्राफी कराई गई ताकि जांच प्रक्रिया में पारदर्शिता बनी रहे। थाना परिसर में स्थानीय लोगों की भीड़ जुटने के बाद पुलिस ने स्थिति को शांत कराया।

मृतक के परिजनों को सूचना दी गई और शव को पोस्टमार्टम हेतु सदर अस्पताल, मोतिहारी भेजा गया। पोस्टमार्टम रिपोर्ट मिलने के बाद ही मृत्यु के वास्तविक कारणों का खुलासा हो सकेगा।

पुलिस का कहना है कि प्रारंभिक जांच में कोई बाहरी चोट के निशान नहीं पाए गए हैं, फिर भी सभी पहलुओं पर जांच जारी है। मामले की गंभीरता को देखते हुए जिला प्रशासन ने स्पष्ट किया है कि दोषी पाए जाने पर संबंधित अधिकारियों और कर्मचारियों पर सख्त कार्रवाई की जाएगी

प्रशासन ने मृतक के परिवार को हरसंभव आर्थिक मदद और न्याय सुनिश्चित करने का आश्वासन भी दिया है।पुलिस अधीक्षक ने मीडिया से बातचीत में कहा कि “मामले की जांच निष्पक्ष और पारदर्शी तरीके से की जा रही है।

किसी भी प्रकार की लापरवाही या मानवाधिकार उल्लंघन को बर्दाश्त नहीं किया जाएगा।”स्थानीय सूत्रों के मुताबिक, मृतक गफ्फार मियां का आपराधिक इतिहास रहा है, जिसके खिलाफ पहले भी कई अभियोग दर्ज हैं। फिर भी थाना हाजत में हुई इस घटना ने पुलिस सुरक्षा और हिरासत प्रबंधन पर सवाल उठाए हैं। 

वर्तमान में कल्याणपुर थाना क्षेत्र में विधि-व्यवस्था सामान्य बताई जा रही है। परिजन और ग्रामीण प्रशासनिक जांच रिपोर्ट का इंतजार कर रहे हैं ताकि मौत के वास्तविक कारणों की पूरी जानकारी सामने आ सके।
