MOTIHARI : A legal storm has engulfed Mahatma Gandhi Central University (MGCU), Motihari, following a notice challenging the appointment of its Vice-Chancellor, Prof. Sanjay Shrivastva.

A serious legal challenge has emerged, bringing questions of eligibility, statutory compliance, and transparency to the forefront.

 The appointment of Prof. Sanjay Srivastava is under scrutiny following a formal legal notice alleging violation of mandatory norms prescribed under the University Grants Commission (UGC) Regulations, 2018.

The challenge has been initiated by academician Dr. Sandeep Pahal of Meerut through Advocate Alok Anand and has been served upon the UGC and the Ministry of Education. 

At the center of the dispute is Regulation 7.3.0(i) of the UGC Regulations, 2018, which requires a Vice-Chancellor to possess a minimum of ten years’ experience as a Professor in a university, or equivalent experience in a reputed research or academic administrative organization. 

These regulations, framed under Section 26 of the UGC Act, 1956, have statutory force and are binding on all universities across India.

According to the notice, the Ministry’s advertisement dated 21 May 2022 for the MGCU Vice-Chancellor post explicitly adopted these UGC norms. 

However, information obtained under the Right to Information Act from Banaras Hindu University (BHU) indicates that Prof. Srivastava was promoted to the rank of Professor (Stage-5) only on 4 October 2012 after approval by BHU’s Executive Council. 

Based on this date, the petitioner argues that by the June 2022 cut-off, Prof. Srivastava had completed only nine years and eight months of service as a Professor, falling short of the mandatory ten-year requirement.
The notice draws strength from judicial precedents as well .

 In a 2022 ruling, the Supreme Court of India clarified that experience in non-teaching bodies cannot be equated with experience “as Professor” under UGC Regulation 7.3.0.

 Similarly, the Himachal Pradesh High Court in Dr. Dharam Pal Singh v. State of H.P. (2021), relying on Union of India v. M. Bhaskar (1996), held that notional or retrospective promotions cannot be counted for eligibility; only actual service from the date of promotion is valid.

The notice, issued under Section 80 of the Civil Procedure Code, 1908, alleges procedural arbitrariness in the selection process and seeks an immediate review of the appointment.

 It also flags alleged inconsistencies in Prof. Srivastava’s curriculum vitae regarding his Fulbright association with American University, Washington D.C., suggesting possible misrepresentation. He was there as visiting scholar instead of visiting professor, Pahal claimed.

Responding to the allegations, MGCU officials defended the appointment. Speaking to Border News Mirror, Prof. (Dr.) Prashun Datt stated that eligibility calculations in Bihar consider experience from the due date of promotion, not merely the date of formal approval, and confirmed that a formal reply is being prepared.

Meanwhile, sources indicate that no Bihar-specific regulation overrides UGC norms, reinforcing their statutory supremacy. 

If no action is taken within 60 days, the petitioner plans to approach the courts, potentially triggering a precedent-setting ruling on how “experience” under UGC Regulation 7.3.0(i) must be legally computed, notice reads

MOTIHARI: Mahatma Gandhi Central University (MGCU) has taken stern disciplinary action against five students from the Departments of English and Management Sciences following a violent altercation that broke out recently on campus.

 The incident has sparked discussions among students about campus safety and inter-departmental rivalry.

University’s Firm Action

According to an official communiqué released by the university on Friday, the disciplinary decision followed a detailed report submitted by the Proctorial Board. The report found the students guilty of serious misconduct, including assault and use of abusive language during the confrontation.

The university, acting under Clause 8 of Ordinance No. 17—which governs student discipline and outlines the duties of the Proctor—finalized the suspension in a meeting held on November 21, 2025.

 Students Suspended for 14 Days

The Chief Proctor’s Office confirmed that the suspension is effective from November 22 to December 4, 2025. During this period, the five suspended students will be barred from entering all university campuses, academic blocks, and administrative buildings.

Those suspended have been identified as Kartik Kumar Mishra, Keshav Kumar Singh, and Pranav Kumar from the Department of English; Kanu Vaibhav, also from the English Department; and Ankit Kumar Mishra from the Department of Management Sciences.

Disruption of Campus Harmony

The Proctorial Board described the incident as a severe breach of university discipline. It stated that such behavior disrupts the academic environment and tarnishes the image of the institution. The Board further noted that the clash reflected “unbecoming conduct” inconsistent with the expectations of MGCU students.

To reinforce accountability, each of the five students has been directed to deposit a fine of Rs. 1,500 at the Office of the Chief Proctor by December 5, 2025. Proof of payment must be submitted immediately after the deposit, failing which the concerned students will not be allowed to appear for upcoming university examinations.

Ban on English Department Events

In an additional measure, the Office of the Chief Proctor has suspended all cultural activities and events organized by the Department of English until further notice. The directive underscores the institution’s zero-tolerance policy towards acts of indiscipline and its intention to preserve a peaceful academic environment.

Administration Reiterates Its Commitment

University authorities reaffirmed their commitment to ensuring a secure and respectful learning environment. A senior administrator stated that MGCU “will continue to take decisive action to maintain campus order and uphold institutional values.

Allegations of Harassment Spark Debate

Meanwhile, some students from the Department of Management Sciences have alleged that the incident stemmed from repeated cases of harassment during visits to the Bankat campus from their current facility at Balua Taal. They claim that female students of the department were teased, triggering tension between student groups. These claims, however, remain unverified by university officials. The university community now awaits further clarification from the administration as inquiries continue into the circumstances leading to the clash.

MOTIHARI: The audio leak, which disclosed a guest lecturer in Mahatma Gandhi Central University (MGCU), located in Motihari intimidating and threatening her own students of killing him and framing him in a case of molestation and sexual assaults - drew sharp criticism among various streams of life on Saturday.

A written complaint signed by a number of the students of the MBA department in MGCU, the students appealed varsity managements to take stern action against Prof Sneha Chaurasia alleging the six focal points to be inquired into by a team of professors .

The allegations includes the threats of stigmatizing the students with sexual assault allegations, degrading academic records with giving low marks in the internal assessment and examinations evaluations, discrimination of students with caste related lewd remarks and enhancing marks to the favorable students in the departments.

The HoD of MBA Dr Sapna Sugandha is reported to have taken action against Dr Sneha after re-evaluating a copy of a student, which was found to be wrongly evaluated to benefit a 'favorable student' after an allegation. Dr Sneha had been deprived of copy examination evaluation for a few days, sources said.

“This is a normal course of action, we often prefer regular professors for the internal assessments and evaluations. The guest faculties are rarely asked to do such works, she said, adding that she has received a complaint against Dr Sneha Chaurasia, which is still under investigation.

As the university closes, the matter will be decided once the department's classes are restored by Monday –Tuesday, she said.

Notably, an audio of a conversation between a student and the professor surfaced recently - is a testimony of all the allegations being leveled against Dr Sneha.

Border News Mirror, however, does not endorse the 'validity and truthiness' of the viral audio, but it is being circulated on social media platforms on a large level drawing the comments and raising questions on the MGCU managements. Dr Sneha neither denied nor accepted her sound in the audio in her written message.

The threats came after a group of students registered an oral allegations against Dr Sneha Chaurasia on March 4 and also wrote on April 21, 2025 causing mass outrage among students and their parents.

As varsity management failed to act on the allegations, the students came with the collective appeal against what they called “the highhandedness and dirty game of lady professors posted in MGCU on 21 April, 2025, which was, however, received by varsity management on 24 April this year .     

Amidst the continuous deterioration in the sacred and pious relations between Guru and disciple, this case has come to light from this Central University generating another row and heat.

In the viral audio of the teacher, a shameful act of the teacher's distorted mentality including caste frustration has come to light, landing university management in fresh controversy.

It may be recalled here that this is not the first case in which MGCU has been shot in limelight for the wrong reason, but a few months ago a girl's students in the Hindi department leveled a serious charges of seeking sexual favour on her own professor in lieu of PhEd under his guidance. The written allegations are still gathering the dust in the vice chancellor office without any conclusions.

Dr Sneha, who was contacted through whatsapp message, said that she is a local resident and she has nothing to do with these allegations, she said. Later on she deleted the message.

मोतिहारी: मोतिहारी स्थित महात्मा गांधी सेंट्रल यूनिवर्सिटी (एमजीसीयू) प्रशासन के अजीबोगरीब आदेशों को लेकर छात्र ना केवल परेशान हो रहे है, बल्कि यूनिवर्सिटी प्रबंधन पर कई तरह के गंभीर आरोप भी लगा रहे है |

नया मामला विश्वविधालय के एजुकेशन विभाग से जुड़ा है, जहां एक छात्र को पीएचडी मे नामांकन हेतु 4 फरवरी, 2025 को रिजल्ट प्रकाशित की गई और उसी रिजल्ट मे 6 फरवरी तक सभी कागजाती प्रोसेस को पूरा करने की बात कही गई |

पूर्वी चंपारण के सुगौली के पंजीयरवा गाँव निवासी छात्र धनंजय मिश्र ने चार फरवरी को ही नियमानुसार सारे ‘फॉर्मैलटीज़’ पूरी कर ली | लेकिन छह फरवरी को जारी यूनिवर्सिटी प्रशासन के एक ‘नादिर शाही पैगाम’ से छात्र सकते मे है | अब अपने नामांकन के लिए छात्र यूनिवर्सिटी प्रशासन सहित सभी जगह गुहार लगाने को विवस है |

छात्र ने बताया कि सभी फॉर्मैलटीज़ को पूरा करने के बाद छह फरवरी को विश्वविधालय के ऑफिसर ऑन ड्यूटी (ओएसडी) सच्चिदानंद सिंह ने एक आदेश पत्र मेरे नाम से निकाला कि गलती से नामांकन हेतु अंतिम तिथि 31 जनवरी 2025 की तिथि के बाद मेरे नामांकन को आदेशित कर दिया गया है, एक ‘प्रोसीडुरल लैप्स’ है | इसलिए छात्र के नामांकन को तत्काल अगले आदेश तक स्थगित किया जाता है और आपको इस बीच रिसर्च स्कालर के रूप मे यूनिवर्सिटी से मिलने वाले किसी भी तरह के लाभ से बँचित किया जाता है |

छात्र ने कहा कि डिपार्ट्मन्ट ऑफ एजुकेशन स्टडीस मे पीएचडी के लिए सत्र 2024-2025 को लेकर यूनिवर्सिटी के एक्सपर्ट और डिपार्ट्मेन्टल हेड ने बजापते कई लोगों की उपस्थिति मे सभी आवेदक छात्रों से एक गहन इंटरव्यू किया, उसके बाद 3 फरवरी तक मै खुद रिजल्ट के लिए बिभाग मे दौड़ता रहा | छात्र का आरोप है कि यूनिवर्सिटी प्रशासन स्थानीय छात्रों की कम से कम नामांकन करना चाहता है ताकि किसी भी गलत के विरोध के स्वर नहीं उठ सके |   

बताया गया कि विभाग मे किसी भी डीन का नहीं रहने के कारण रिजल्ट को जारी करने की जिम्मेवारी खुद कुलपति संजय श्रीवास्तव की है | और अंततः 4 फरवरी को बिभाग के वेबसाइट पर रिजल्ट जारी कर दिया गया, जिसमे छात्र धनंजय मिश्रा का नाम भी था | छात्र ने बताया कि जब रिजल्ट ही 4 फरवरी को आया तो मै 31 जनवरी के पहले तक अपना नामांकन कैसे करवाता | मामले मे 15 दिन से अधिक हो गए अब तक मेरे नामांकन को होल्ड रखा गया है |

अब सवाल ये है कि ओएसडी ने पत्र मे रिजल्ट को ‘मिसटेक’ माना है और इसे “प्रोसीडुरल लैप्स’ भी माना है लेकिन यह लैप्स किस लेवल से है, उसका ना तो जिक्र किया गया है और ना ही लैप्स के लिए जिम्मेदार व्यक्ति के विरुद्ध कोई कार्रवाई की ही बात कही गई |

कुलपति संजय कुमार श्रीवास्तव से जब पुछा गया तो उनके ओएसडी सच्चिदानन्द सिंह ने कहा कि जो भी छात्र नामांकन की अंतिम दिन 31 जनवरी के बाद नामांकन करवाने वाले थे, उनके नामांकन को तत्काल स्थगित करते हुए मामले की जांच की जा रही है | जांच के बाद अंतिम निर्णय लिया जाएगा |

MOTIHARI: Governor of Bihar Rajendra Vishwanath Arlekar inaugurated convocation ceremony organized by Mahatma Gandhi Central University (MGCU) on Tuesday.

After the inaugural ceremony, the second academic session was held for the newly admitted students. The second session was presided over by Vice Chancellor.

In the presidential address, Vice Chancellor Prof. Sanjay Srivastava said that the University has always endeavored to provide high quality healthy study environment to the students.  

Motivational speaker Dr. Vikrant Singh Tomar and Prof. Rajesh Kumar organized second session at NIEPA, which was addressed by prof Aarti Srivastava to a highly attended gathering of students and professors.

Dr. Vikrant Singh Tomar put things in front of the students from setting goals to identifying themselves through many examples.

Introducing the various dimensions of the New Education Policy 2020, Prof. Aarti Srivastava said that we should understand the importance of higher education.

 The student studying in higher education should understand that this is the time on which the foundation of the whole life is built. He talked about the efforts being made for the betterment of education in India while referring to the education resources of America and other developed countries.

  Chief Vice-Chancellor Prof. Prasoon Dutt Singh, discussed in detail the functioning of the Proctorial Board. He advised them to read discipline-oriented manuals prepared for students. Dean of Student Welfare (DSW) of the University Prof. Prof. Archattran Pal shared much useful information for the students. Controller of Examinations,  Prof. K.K. Upadhyay provided many important informations related to examination and admission.

Dr. Bimlesh Kumar Singh, Dr. Shyam Kumar Jha, Dr. Shatrudra Prakash, Dr. Anjani Kumar Srivastava, Dr. Rakesh Pandey, Dr. Yugal Kishore Dadhichi, Dr. Aslam Khan greeted participants and guests and moved vote of thanks.

Besides, Governor of Bihar Rajendra Vishwanath Arlekar visited Charkha Park near Gandhi Smarak and after going through all things related to father of nation, he watched documentary filmed by Hritik Viraj Pandey and produced by Lav Kumar Singh .

The documentary entitled Champaran Satyagarah -1917 reminds us historic Champaran Satyagrah –the first disobedience movement launched by Mohan Das Karamchand Gandhi in 1917.

MOTIHARI : A district court of Bihar’s Motihari has issued an arrest warrant against the former vice chancellor of Mahatma Gandhi Central University (MGCU) at Motihari Arvind Agrawal.

Court took cognizance under section 420, 465,467,471 and 504 of Indian penal code while hearing a complaint filed by Motihari based social activists Raju Baitha.

Additional chief judicial magistrate (ACJM) 5 in Motihari court has issued the arrest warrant after taking cognizance in the case. Court while observing in the order sheet told that there is sufficient ground found in the complaint .   

 The documents made available before court was sufficient to prove the allegations made against him and three professors of the same university Dr Shashikant Ray, Dr Pramod Kumar Mina and Bhanu  Pratap Singh also supported the allegations while appearing before the court.

Mr Agrawal was alleged to have fraudently procured the post of vice chancellor in MGCU after misleading the selection committee. In his application filed before MHRD, Delhi for the post of vice chancellor, he wrongly mentioned his degree of Ph.D. He did Ph.D from Rajasthan University but misled the selection committee citing his Ph.D done from Heidelberg at Germany.

Besides, he mentioned certificates marks of his graduation as 60 % instead of 44 % he actually procured.

The evidence of such fraud was collected through RTI informations procured from Rajsthan and Germany University.   

After issues were raised in the media, Agrawal resigned from the post and left the university overnight, dodging his supporters. Former President Ram Nath Kovind had accepted the resignation of Arvind Agarwal who has been under the government's radar for allegedly giving false information while applying for the post.

As he fudged his academic credentials to get the post, the HRD Ministry had forwarded his resignation to Kovind, who is then Visitor to the university.

The ministry received complaints that Agarwal lied about a foreign education to get the job. He did not pursue his Ph.D at a German institute as claimed, and actually got the degree from the University of Rajasthan, it was a complaint.

He was appointed as the first V-C of MGCU in Motihari by the government in February 2016 from a panel of three names submitted by the search-cum-selection committee.
Agarwal is the ninth central university head to come under the scanner ever since the NDA government took charge.

The HRD Ministry had fired V-Cs of Visva Bharati University, Pondicherry University and Hemvati Nandan Bahuguna Garhwal University for academic, administrative and financial irregularities. Inquiries were initiated against heads of Delhi University, Jamia Millia Islamia, IGNOU, Tripura University and Allahabad University, butwere either closed or put on the backburner.

MOTIHARI : Chief minister of Bihar Nitish Kumar while inspecting and inaugurating  numbers of projects hailed the district administration’s efforts in implementing the various governments schemes on Wednesday.

He however, refused to comment on inordinate delays in the land acquisition works of Mahatma Gandhi Central University (MGCU) exasperating journalists raining questions on the issues just after he came out Radha Krishnan Bhawan after addressing a review meeting on govt schemes.

Nitish Kumar in its 27 days of ‘Samadhan Yatra’  reviewed the on going projects and social welfare schemes, inspected schemes under his  ‘seven resolve’ and also inaugurated new constructed OPD building of Motihari Sadar Hospital, district panchayat resource center and bio- gas plant.

He distributed ‘purchas’ of home stead land among 387 landless families and 68 tri-cycle among physically challenged persons in local collectoriate premises.

CM after completing his itenery at Gopalgunj landed in Motihari in after noon and left for Siswa Purvi Panchayat under Banjariya block also inspected the sites of various ongoing schemes in the nearby villages with District Magistrate Shirshat Kapil Ashok and superintendent of police (SP) Kantesh Kumar Mishra.

He also initiated the 170 solar lamps fitted on roads of the panchayat . He also inspected a pond which was constructed recently and expressed his happiness over works. 

 CM Nitish  Kumar  also  visited a 'Madarsa' in Sisawa  village  and  felicitated  two girl students including Naznin  Ansari  who have  secured  over 80 percent  marks in Fokaniya examination. He took stock of the grievances of local village folk and issued directions to the DM.

  He also visited more than dozen stalls organized by Jiwika, agriculture department, Dr Rajendra agriculture university, industry department, Krishi Vigyan Kendra, Health department and  cottage  industry. He shown his pleasure to see the handy craft production of Jiwika  Didies of the district. He also distributed tractors and farm implements on loan to farmers. 

 CM Kumar virtually inaugurated the new constructed buildings of OPD, district panchayat sansadhan Kendra and bio gas.

  Later on, he reviewed  the  various government schemes  with  district officials  in Radhakrishna Bhawan  and  offered  cheques  of Rs  350 crores to 12756 self-help groups of the district and also handed over the keys of Jiwika Bhawan to  them and departed to Patna.

MGCU, which was founded in 2016 after a long sit-ins and protest by locals is yet to have its own building and lands because even after lapses of seven years, the district land acquisition department could not provide the required lands 302 acre earmarked and approved for the project.

136 acre land,  which was handed over till now to university management has also been landed in controversies. 102 acre out of 136 is alleged to be taken from farmers without paying up them. “There is an unresolved title dispute that needs to be taken seriously”, a farmer told.

When journalist insisted on MGCU ,CM termed the question as “political sawal’ saying don’t ask political question, I am here to see the problems and inspect ongoing government schemes in the district.

मोतिहारी: मुख्यमंत्री नीतीश कुमार के “समाधान यात्रा’ को लेकर चंपारण वासियों के बीच कई तरह की आशाएं पुनः जागृत होने लगी है | नीतीश कुमार का यह पन्द्रहवां यात्रा है | विधानसभा चुनाव से पूर्व जुलाई 2005 से शुरू उनकी पहली ‘न्याय यात्रा’ में उन्होंने लोगों से न्याय की गुहार लगाई और चुनाव भी जीते |

मोतिहारी में 15 फ़रवरी को समाधान यात्रा के माध्यम से वे गाँव के अलग -अलग जगहों पर घूमेंगे और लोगों से मिलेंगे और कुछ ख़ास विकास से जुड़े योजनाओं का अवलोकन भी करेंगें ताकि उसकी परेशानियों का त्वरित समाधान करके कार्यों में तेज़ी लायी जा सके |  

समाधान यात्रा से पूर्व उन्होंने दिसम्बर 2021 में ‘समाज सुधार अभियान यात्रा’ शुरू किया था, जिसमे लोगों को जागृत करते हुये नशा बंदी, दहेज़ प्रथा, बाल विवाह जैसे मामले उछाले गये थे |

सनद रहे कि मुख्यमंत्री के सभी यात्राओं की शुरुआत चंपारण से ही होती है और अपने चंपारण प्रवास के दरम्यान मुख्यमंत्री समय- समय पर विकास योजनाओं की  घोषणा भी करते रहे है | पूर्वी चंपारण जिले में पूर्व के यात्राओं में उन्होंने कल्याणपुर प्रखंड क्षेत्र के माधोपुर स्थित ‘मोर गाँव’ और मेहसी के शिप उद्योग के विकास का भी आश्वासन दिया था | मेहसी का शिप उद्योग तो बंदी के कगार पर पहुँच ही गया माधोपुर में बहुतायत की संख्या में पाए जाने वाले मोर पक्षी अब कहीं देखने को भी नहीं मिलते |

सरोतर झील और केसरिया का बौद्ध स्तूप के विकास का आश्वासन दिया गया था, परन्तु ये सभी घोषनाये अब तक फाइलों में ही कैद है | नीतीश कुमार के प्रयास से मोतिहारी को एक केन्द्रीय विश्वविद्यालय तो मिला लेकिन आज तक उसकी जमीन नहीं मिल सकी |

केन्द्रीय विश्व विद्यालय को लेकर 302 एकड़ भूमि प्रस्तावित थे, परन्तु अपने स्थापना के सात साल बीत जाने के बाद भी जिला प्रशासन महज़ 136 एकड़ भूमि ही विश्वविद्यालय प्रबंधन को उपलब्ध करवा सकी | 165 एकड़ भूमि जो अभी तक विश्विद्यालय प्रशासन को नहीं मील सकी उसमे स्वामित्व को लेकर विवाद तो है ही साथ ही मिले हुये 136 एकड़ भूमि में भी स्वामित्व को लेकर गंभीर विवाद है | ऐसे में प्रशासन अब विवादित जमीनों को छोड़ कही अन्यत्र भूमि लेने पर भी विचार कर रही है |

किसानों की अगर माने तो जिला प्रशासन के कुछ अधिकारी विश्वविद्यालय के जमीन अधिग्रहण मामले में कई तरह के आरोपों को झेल रहे है | जमीन किसी और का और पेमेंट किसी और को करने के मामले में कर्मचारी तक जेल गये और अमिन आदि को नौकरी से हटा गया | एक भूमि दाता सुख देव साह के बकाया राशि 3 करोड़ 28 लाख आज तक नहीं मिला | रुपया कोई और ले गया और प्रशासन दवारा दायर रुपया वसूली नीलाम का मुकदमा सुख देव साह झेल रहे है | इतनी अनियमित्तताओं के बीच जब अधिग्रहण कार्य हो रहा है तो सवाल तो उठेंगे ही |

किसान बिभूति सिंह ने कहा कि 102 एकड़ जमीन का पेमेंट रैयतों को नहीं मिला लेकिन जमीन विश्वविद्यालय को दे दी गयी और विश्वविद्यालय के नाम जमा बंदी भी कायम हो गयी | टाइटल को लेकर तत्कालीन जिलाधिकारी ने हम लोगों के फाइल को ‘लारा’ नामक एक कमिटी को भेज तो दिया लेकिन वहां आज तक कोई अधिकारी इस मामले को देख भी नहीं सके ऐसे में कैसे माना जाए प्रशासन विश्वविद्यालय की जमीन को लेकर संजीदा है |

उन्होंने कहा कि मुख्यमंत्री को इस मामले में हस्तक्षेप करना चाहिए और वर्तमान में हो रहे सर्वे के लिए गठित टीम से इन भूमियों के स्वामित्व निर्धारण कर जमीनों को विश्वविद्यालय को हस्तानान्तरण कर देना चाहिए |

MOTIHARI: Conceived just a year prior to Champaran Satyagrah centenary celebration, Mahatma Gandhi central university (MGCU) at Motihari is likely to be relocated from Motihari to Bettiah in west Chamaparan district in Bihar.

The Ministry of Human Resource departments (MHRD) at Delhi has recently hinted to the district administration to look out a potential site with approximately 302 acres- required chunk of land for this project. District Magistrate of East champaran Shirshat Kapil Ashok has revealed this in a recently held meeting in Motihari.

 “Land earmarked for MGCU has been landed in a legal battle. Revenue officials are yet to decide the title of the land”, said an official in the land acquisition department in the district.   

As the state government failed to provide required land to MGCU even after seven years of its inception, the university is still being run in the scattered locations in the rented buildings across the city. This is the reason why the Central government has not sanctioned even a penny for the development of this much needed campus.

Out of 302 acres to be transferred to MGCU, 136 acres of land has been handed over to university administration and the ownership dispute of 102 acres of land out of 136 acres is still undecided. The farmers, who claimed to be the owner of these lands alleged that district administration had acquired their land and also mutation, were created in the name of MGCU but they are yet to be paid.

“Why don’t we blame the authorities who are acting as squatters in this matter? Our lands have been taken away without compensation. They are neither deciding the matter of title nor paying us up”, alleged aggrieved farmer cum social activist Bibhuti Narayan Singh.

 “Can Chief Minister Nitish Kumar solve this standoff between farmer and land acquisition department? If not he should stop his “Samadhan Yatra” ( solution itinerary), said Singh adding that he should send a team from the  officials engaged in land record survey in motihari.

Ray Sunderdeo Sharma founder of Champaran Vikas Morcha-representative outfit of locals came down heavily on the state government for compelling the Center to relocate the MGCU site. “Neither district administration nor RARA- land acquisition, rehabilitation and resettlement authority could resolve these issues.”, he said adding RERA authority could not take up the issues yet.  

Acting vice chancellor Dr Anand Prakash told BNM that the proposal of remaining 165 acres of land pending before the education department of the state government is awaiting its final go ahead. Once that land is transferred to us, we will start our development works on campuses.   

मोतिहारी। बिहार में पूर्वी चंपारण जिले के मोतिहारी में स्थित महात्मा गांधी केन्द्रीय विश्वविद्यालय के कुलपति को प्रो. संजीव शर्मा को उनके पद से केंद्रीय मानव संसाधन विकास मंत्रालय (एचआरडी) ने हटा दिया है। इनकी जगह पर वरीय प्रोफेसर आनंद प्रकाश को यथा शीध्र कुलपति का प्रभार सौंपने का आदेश जारी किया गया है।

एचआरडी मंत्रालय के उप सचिव नवीन कुमार ने उक्त आशय का ई-मेल विश्वविद्यालय के कुलपति एवं रजिस्ट्रार को भेजते हुए कहा है कि मेल प्राप्ति के बाद इस आदेश का तुरंत अनुपालन किया जाय।विश्वविधालय सूत्रों के अनुसार फर्जी डिग्री मामले में पूर्व कुलपति डॉ.अरविन्द अग्रवाल को हटाने के बाद उनके बचे कार्यकाल में कुछ दिनों के लिए प्रो.अनिल राय को कुलपति बनाया गया था। उसके बाद उन्हीं बचे कार्यकाल के लिए प्रो.संजीव शर्मा की नियुक्ति की गयी थी। हालांकि इनके कार्यकाल को मंत्रालय ने केन्द्रीय विश्वविद्यालय अधिनियम के विपरीत बढ़ा दिया। जिसकी समय सीमा भी चार फरवरी-2021 को ही समाप्त हो गयी थी। फिर भी ये अपने पद पर बने रहे।

इस कार्यकाल में कुलपति प्रो.संजीव शर्मा पर पदोन्नति नियुक्ति अकादमी व वित्तीय समिति के गठन एवं नियम के विरुद्ध कार्य करने के साथ अनियमितता और भष्ट्राचार के कई गंभीर आरोपों का पुलिंदा मंत्रालय के पास पहुंचा था। इतना ही नही विश्वविद्यालय के कुलाधिपति डॉ.महेश शर्मा ने स्वयं राष्ट्रपति को पत्र भेज प्रो.संजीव शर्मा पर लगे आरोपों की जांच की मांग की थी। प्रो.संजीव शर्मा बिना सूचना एवं किसी को प्रभार दिये महीनों तक मनमाने तरीके से अवकाश पर जाते रहे। इन सारी शिकायत के बाद मंत्रालय ने इन्हें हटाया है। मंत्रालय के पत्र प्राप्ति के बाद भी प्रो.संजीव शर्मा अब तक प्रो.आनंद प्रकाश को कुलपति प्रभार नहीं सौंपे है। जो केन्द्रीय विश्वविधालय अधिनियम 2 (7) का उल्लंघन माना जा रहा है। हालांकि इस बाबत पूछे जाने पर कुलपति के ओएसडी प्रो.राजीव कुमार ने बताया कि प्रो.संजीव शर्मा अवकाश पर है।मंत्रालय के अपर सचिव नवीन कुमार ने कहा कि अवकाश पर होने पर उन्होंने कुलपति का प्रभार प्रो.आनंद प्रकाश को पहले ही सौंपा है जो नये आदेश के बाद स्वत: प्रभावी माना जायेगा।

MOTIHARI: Remembering George Orwell” a discussion session organised on 25th June 2021 by the Department of Educational Studies, School of Education, Mahatma Gandhi Central University (MGCU) as the department celebrated the 118th Birth Anniversary of George Orwell.

The programme began with the introductory note of Prof. Asheesh Srivastava, Head and Dean, Department of Educational Studies MGCU  where he shared his thoughts and views on the life of George Orwell. He mentioned that it is a matter of Pride for all of us that Such a Classic writer was born in Motihari Champaran and this is our moral responsibility to make our upcoming generation and students aware about the writings and life of George Orwell.

He mentioned that Orwell was his pen name by which he is famously known, his original name is Eric Aurther Blair. Further Prof. mentioned that he has been working in this field and has been constantly in touch with his son Richard Blair, Prof. Jean Stone (Director, Orwell Foundation University College of London, Britain), Jeremy weekly (Program Manager Orwell Foundation) Quintin Koff (Director, Orwell Society).

Vice Chancellor, MGCU, Prof Sanjeev Kumar Sharma, shared his insights on the life of George Orwell and how much he is celebrated even now because of his classic masterpieces like Animal Farm and 1984..

Pro- VC MGCU, Prof. G. Gopal Reddy also shared his experiences and insights on the life and literary works of Orwell. Also he emphasized on how much the day 25th June  is important in the Indian history. for your gracious presence which made this event a successful one.

Further the discussion session was followed by the presentation “Remembering George Orwell” by  Astik Mishra, M.Phil. Research Scholar, DoES, SoE, MGCU under the guidance of Prof Asheesh Srivastava, Head and Dean, Department of Educational Studies, School of Education, Mahatma Gandhi Central University, where he wonderfully described about the life and literary works of George Orwell.

The programme was then followed by formal Vote of thanks delivered by Dr. Pathloth Omkar, Assistant Professor, Department of Educational Studies, School of Education, Mahatma Gandhi Central University. 

Programme was hosted and managed by Suprabha Dey, Ph.D Research Scholar, Department of Educational Studies, School of Education, Mahatma Gandhi Central University.

Many guests professors and scholars from other Universities also took were present in the Discussion session. And the programme was  made successful with the presence of one and all.

MOTIHARI: Union education minister Ramesh Pokhriyal has drawn flak after extending tenure of Sanjeev Sharma, vice-chancellor of Mahatma Gandhi Central University (MGCU), who has been facing charges of sexual harassment, forging documents and of illegal appointments.

Extension order issued by Modi Government has landed government education secretary and education minister in limelight for their differences over the opinions on tenure extension of VC Sharma- BNM has accessed the documents.

BNM has learnt that education minister while issuing extension order deliberately ignored the suggestions of President of India and The Chancellor Mahesh Sharma both. Chancellor had written many letters to President Ramnath Kovind and apprised issues with VC asking president’s interventions in the matter as visitor of Central universities.

In terns, President Ramnath Kovind directed Ministry for education to inquire in to the allegations cited in Chancellor’s letters.

Including Presidents directions and all the letters of Chancellor Mahesh Sharma, the letters of Bihar’s parliamentarians were hushed up to benefit Prof Sanjeev Sharma-own brother of Kumar Viswas- noted poet and erstwhile AAM Adami party leader.

President of India secretary KD Tripathy also directed Amit Khare, secretary education (higher education) to take necessary action against Sanjeev Sharma. Amit Khare was not in favour of any extension of tenure of Sanjeev Sharma as VC. He had directed VC Shama to relinquish the post and give charge to any eligible persons until new VC is appointed- BNM reads.  

The term of Sanjeev Sharma, Vice-Chancellor of the Mahatma Gandhi Central University (MGCU) in Motihari, Bihar, was supposed to end on 2 February .

Allegedly Padmakar Mishra, OSD of MGCU wrote a letter to Ministry regarding extension of Sharma tenure as VC but suppressed the central university rule 2009 rule 44 which says that the terms of first VC could not be more than five years. Ministry also suppressed the fact that VC Sharma has been grilled many times on the allegation levelled against him. Kiram Ghai- member of executive council of MGCU also questioned state of affairs of VC Sharma.  
Sharma is facing complaints of sexual harassment and allegations that he fudged documents to gain a promotion during his time at the Chaudhary Charan Singh University (CCSU) in Meerut.

If documents procured under Right to Information Act is to believed, Amit Khare signed on Sharma relinquishing the office, while education Minister extended the terms ignoring all the serious charges against him.

Documents also show that charges against VC are under examination until January, when the extension was approved. President of India-the visitor of Central universities did not approve the extension order until recently.

The secretary signed on the note sheet on 28 January saying Sharma may be relinquished. On the same day, however, Pokhriyal signed on the option that “the present Vice-Chancellor of Mahatma Gandhi Central University, Prof. Sanjeev Kumar Sharma, may continue in office notwithstanding the expiry of the tenure till his successor is appointed.”

Authorities from MGCU refused to comment on the development while VC Sharma responding to a query under RTI filed by one Sandeep Pahal denied all the charges against him as false and fabricated citing it is  to tarnish his image by a group of vested interests.
