मोतिहारी : एक तो सूर्य की तपिश ऊपर से 2024 चुनाव को लेकर नेताओं द्वारा फैलाए जा रहे रायता दोनों ने ही बिगनी मलाहीन को थोड़ा चिड़चिड़ा बना दिया है | उम्र भी ऐसी नहीं रही की अपने बृधा पेंशन के लिए प्रखण्ड कार्यालय का चक्कर लगाती रहे | मोदी सरकार के नौ साल के उपलब्धियों पर साहब के जवाब पर तो बिगनी गुस्से से तम-तमा जाती है |

 कहती है साहब तीस साल से सीने पर चक्की पीस रहे है, तो फिर नौ साल का ही क्यूँ | छह बार सांसद रहे चीनी मिल, आयुर्वेदिक कॉलेज तो चबा ही गए अब फिर मोदी की पुंछ पकड़ कर बयतरिणी पार करेंगे क्या ? | मंत्री रविशंकर प्रसाद के समय एक एफएम का भी शिलान्यास किए थे शील मिट्ठी के साथ मिल गया, लेकिन रेडियो स्टेशन नजर नहीं आया |  

बिगनी के गुस्से का कारण बिहार के पूर्व उपमुख्यमंत्री सुशील मोदी द्वारा साहब को मोतिहारी से सांसद प्रत्याशी के रूप मे नाम की घोषणा है | ई छोटका मोदी तो हदे कर दिया.. | ना राष्ट्रीय अध्यक्ष, ना ही संसदीय बोर्ड के चेयरमैन.. ना ही चुनाव समिति का चेयरमैन और ना ही बिहार बीजेपी का चेयरमैंन | फेर कौन हैसियत से साहबे लड़ेंगे बोल दिया पत्रकार जी ? |  बिगनी को जब कोई जवाब नहीं मिला तो अपना बीड़ी सुलगाई और जोर- जोर से कश लेने लगी |

बिगनी पूर्वी चंपारण के 80 लाख लोगों की एक प्रतीकात्मक चेहरा है, जो व्यवस्था से अजीज है ऊपर से नेताओं के द्वारा दिखाए जा रहे इंद्रधनुषी सपने | उस मरीज की तरह जो एक ही बीमारी का लंबे समय से इलाज करवाते -करवाते खुद उस बीमारी का डॉक्टर होने का भ्रम पाल लेती है |

काम पढ़ी लिखी होने के बावजूद बिगनी राजनीति पर सूक्ष्म नजर रखती है | कहती है..छोटका मोदी त बम पटक दिया, लेकिन इसमे सबसे ज्यादा जखमी मोतिहारी विधायक सह पूर्व मंत्री प्रमोद कुमार और कल्याणपुर के पूर्व विधायक सचिन्द्र प्रसाद सिंह हुए और भी लोग हुए लेकिन उनके जख्म थोड़े कम है | पिछला चुनाव मे साहब अंतिम चुनाव कह कर सीट तो निकाल लिए लेकिन साहब सुशील मोदी से बयान दिलवा कर सबका भ्रम तोड़ दिए |

इस वेवफ़ाई से मोतिहारी संसदीय क्षेत्र से चुनाव लड़ने के सपने सजोने वाले सभी लोग आहत है, लेकिन बोलने की  हिम्मत नहीं है | एक तो साहब की “यस मैंन” की छवि प्रभावित होगी, दूसरी अगर साहब नाराज हो गए तो विधायिकी भी जाएगी | इनकी हालत पर एक शेर अर्ज है “झूठी हंसी से जख्म और बढ़ता गया, इससे बेहतर था खुल कर रो लिए होते” |

कल्याणपुर वाले पूर्व विधायक जी का विरोधी भूमिहारों को जवाब देने के लिए साहब ने खूब इस्तेमाल किया | विधायक जी खुद भूमिहार जाति से आते है | कांग्रेस नेता अखिलेश प्रसाद सिंह हो या अन्य कोई उनको जवाब दिलवाने का अस्त्र यही विधायक जी रहे है | यही कारण था कि विधायक जी को पूरा भरोसा था कि साहब उनको ही प्रत्याशी बनाएंगे |

इधर मोतिहारी के विधायक जी को बैशय होने का गुमान और पाँच बार मोतिहारी से एक सफल विधायक होने का भ्रम दोनों था | उनको लगता था मेरे अलावा दूसरा कोई साहब का पसंद हो ही नहीं सकता | लेकिन “लेकिन दिल के अर्मा आँशु बनकर मोतीझील मे बह गए” | साहब तो तीस साल से मोतीझील के विकास, फ्लोटिंग रेसटूरेंट, किनारे पर ड्राइविंग, रेगुलर मोटरबोट जैसे वादे करते दिखे लेकिन इस मोतीझील को दुधारू गए की तरह इस्तेमाल ही किया गया | पूर्व डीएम शीर्षात कपिल अशोक ने एक फाउन्टन लगा कर और कुछ अतिक्रमण हटा कुछ बेहतर प्रयास किया था | इधर बिगनी की बीड़ी खत्म -उधर बातें खत्म | रह गई बिगनी की कुछ अनुतरित सवाल ...

मोतिहारी। राज्य सभा सांसद सह मोतिहारी संसदीय क्षेत्र के पूर्व सांसद अखिलेश प्रसाद सिंह (Ex MP Akhilesh prasad singh) शुक्रवार को एक प्रेस कांफ्रेंस में अपनी पार्टी द्वारा समर्थित विधान परिषद् के निर्दलीय प्रत्याशी महेश्वर प्रसाद सिंह (Maheshwar Singh) को समर्थन देने की अपील करते हुये राजद और एनडीए के प्रत्याशी को अपराधी और व्यवसायी कहते हुये कहा कि महेश्वर बाबु चुनाव जित चुके है सिर्फ रिजल्ट आना बाकि है वही अपराधी और व्यवसायी को लोग रिजेक्ट कर चुके है।

नाम ना लेते हुये ‘अपराधी’ शब्द का इस्तेमाल राजद (rajad RJD) प्रत्याशी बबलू देव (Babloo Dev) के लिए किया गया जबकि ‘व्यवसायी’ शब्द का इस्तेमाल एनडीए (NDA) प्रत्याशी बबलू गुप्ता (Babloo Gupta) के लिए किया गया। अब सवाल ये है कि क्या व्यवसायी होना गुनाह है अगर है तो क्या खुद अखिलेश प्रसाद सिंह किसी व्यवसाय से नहीं जुड़े है। उनके तीन-तीन फाइव स्टार होटल और हेलिकाप्टर का व्यवसाय क्या व्यवसाय नहीं है।

मुझे तो लगता है नेता गिरी तो खुद एक व्यवसाय है अगर नहीं होता तो टिकट देने को लेकर पार्टी फण्ड के नाम पर जो वसूली होती है, वो क्या है, साथ ही बड़े बड़े टेंडर और ट्रान्सफर  मैनेज करने के बदले जो वसूली होती है वो क्या है। अगर व्यवसाय करना गुनाह है तो इनके पार्टी के नेता प्रियंका एवं उनके पति के व्यवसाय पर भी तो नजर डाले।

कांग्रेस पार्टी (Congress) महेश्वर सिंह जी को अपना सपोर्ट कर रही है। इनकी पार्टी की हालत तो ये है कि महागठबंधन से दुत्कारे जाने के बाद विधान परिषद् के लिए इनकी पार्टी को कोई प्रत्याशी नहीं मिल रहा था। इनकी पार्टी के कई बड़े नेता इसी जिले में टिकट से बंचित राजद और एनडीए के नेताओं से लगातार टिकट ले लेने की मांग कर रहे थे, फिर भी जब कोई तैयार नहीं हुआ तो महेश्वर सिंह रूपी एक मजबूत नेता को अपना समर्थन देकर कांग्रेस पार्टी कालर टाइट करने में लोग लगे हुये है।

महेश्वर सिंह पूर्व से ही चुनाव की तैयारी में लगातार लगे थे और अंतिम समय में टिकट नहीं मिलने के कारण निर्दालिये ही चुनाव लड़ने की घोषणा कर दी। महेश्वर सिंह द्वारा लगातार पार्टी बदलने की प्रवृति  एक तरफ उनकी किरकिरी कर रही है वही इसका फायदा भी वे खूब उठा रहे है। कारण है तक़रीबन हर पार्टी में उनका अपना कांटेक्ट।

उधर अखिलेश प्रसाद सिंह का उनकी अपनी जाती के लोगों को नजर अंदाज़ कर दी जाये तो इस जिले में उनकी अपनी पहचान नहीं है। उस जाती का वोट भी वे पिछले विधान सभा के चुनाव में अपने बेटा आकाश के पक्ष में भुना नहीं पाए तो फिर किसी ओर को क्या दिला पाएंगे इसमें संदेह। जहाँ तक पूर्व केसरिया विधायक बबलू देव के अपराधिक पृष्ठिभूमि का सवाल है तो अखिलेश प्रसाद सिंह जब यहाँ से सांसद चुने गए थे तो विजय जुलूस गाड़ी पर उनके बगल में कौन खड़ा था। सभी अख़बारों ने प्रकाशित किया था। तब क्या वे अपराधी नहीं थे।

उसके बाद तो बबलू देव विधायक ही हो गए। यानी अपने फायदे के लिए इस्तेमाल करों फिर उसे अपराधी, व्यवसायी आदि की संज्ञा दे कर अलग कर दो। उनकी जाती से कोई पद या तो उनको मिले या उनके बेटे को। पार्टी का समझौता नहीं हुआ तो क्या हुआ किसी भी पार्टी के खेमे में सीट जाये अखिलेश बाबु का लड़का ही लडेगा या वे खुद चुनाव लड़ेंगे।

दरअसल, जब चुनाव आता है तो अखिलेश बाबु भूमिहारों का नेता बन जाते है, लेकिन जब कोई भूमिहार नेता को समर्थन की बात आती है तो वे अपने पार्टी लाइन पर बाते करेंगे। यही दोहरी नीति अखिलेश बाबु पर सवालिया निशाँन पैदा करती है।

वैसे यहाँ जाती पति की बात नहीं की जा रही है, लेकिन अगर आप चुनाव के समय जाती-पाति अपने फायदे के लिए करेंगे तो ऐसे मौके पर आप से सवाल तो जरूर पूछा जाना चाहिए की क्या बबलू देव किसी ओर जाती से आते है। आपको याद होगा कि अखिलेश बाबु का मोतिहारी से राजनीती शुरू करने के समय बबलू देव उनके कट्टर समर्थक हुआ करते थे लेकिन बबलू देव खुद चुनाव लड़ने की घोषणा करके अखिलेश प्रसाद सिंह के दुश्मनों के कोटी में चले गए।

इधर बबलू देव और महेश्वर बाबू में कांटे की टक्कर है। ऊंट किस करवट बैठेगा कहना मुस्किल है, इसमें बबलू गुप्ता भी त्रिकोण बनांते दिख रहे है, कोई बड़ी फेर बदल होगी तभी बबलू गुप्ता अपनी सीट बचा पाएंगे।

MOTIHARI: Even as the articles related to the corrupt practices of Bihar police can be found in the newspapers and news channels, there are still a lot of cops in Bihar whose dedications, devotions and the way of discharging their jobs force newsman to laud them breaking the journalistic protocols.

 Here is Kumar Ashish- a 2012 batch Bihar cadre IPS have been hitting the headlines ever since he joined as SP in Kishangunj- a bordering district in Bihar. Fortunately enough, he became SP of East Champaran- a district clinging with Nepal border and assumed the chair on Monday. The district has been infamous for crimes and menace of realtors and stubborn squatters.

Fortunate because Kumar Ashish is considered to be one of a non-compromising cop of Bihar and he is supposed to break the ever strengthening nexus between criminals and realtors active in east champaran district which took life of many people in past few years.

The incidents of extortions, land grabbing and bike theft are order of the day. Family members of slain RTI activists Vipin Agrawal and journalists Manish Kumar are yet to get justice due to the alleged influence of some political faces- supposed to be behind the all crimes.

His people’ friendly initiatives he shown in Kishangunj district could instill faith among Netizens. If he continues his behaviors and pro-people actions, the people of Motihari-the headquarter of East Champaran district may have a new experience and criminals will have to take shelter in hibernation in days to came.

Recently hit the headlines, Ashish were running a social campaign in Kishangunj. One can find a group of police officials led by Ashish strolling in village after village in Kishangunj convincing those youths falling prey to drugs. His Narkotics campaign also needs to be re-launched in East champaran. Because of porous border with Nepal and inflow of drugs that is causing great concern to parents whose children’s already is in the cruel grips of drugs?

MOTIHARI:  A mysterious disease claiming five lives including four minors of the same family belongs to Sirsa colony under Mufasil police station. All the deaths were recorded within a week.

District health officials are still clueless while family members backed by villagers were up in arms against district administration. They blocked Motihari-Madhubani ghat road on Saturday. Swung into action, east champaran district magistrate Shirshat Kapil Ashok asked civil surgeons to bring bodies in an ambulance for autopsy. DM’s immediate action doused the rages of villagers.

Notably, Ravindra Prasad 32 and his son Priyanshu 10 succumbed to the symptoms in the gap of few hours in the same days. Munni Kumari 14 and Satyam 4- brother and sister were also died. At first , Anshu 13 who died was a native of Bathna village in Banjariya  on last 26 august. Anshu would live in the house of her sister since her childhood in Sirsa village.

At the outset, three bodies were consigned in to the flame considering the deaths as natural but very next days two more children succumbed to the same symptoms enraging the villagers and victim family.

Doctors- part of a medical board undertaken the autopsy said that there is mysterious reason behind the all deaths. “Only the vesara to be sent to forensic science lab will reveal the reason behind deaths”, they said. All the victims first complained stomachache followed with froth from mouth leading the death.

In charge medical officer of PHC, Sadar Shrawan Paswan said that  in prima facie, it appears to be the case of snake biting or poisons being administered by any silent killer. “There are possible police case angles also behind the deaths. It may be possible that a close member of the family is poisoning all these family members silently.

On the other hand, district Indian medical association chief (IMA) Dr Ashutosh Sharan told that sudden death followed by stomachache, respiratory failure and froth are clear indications of ‘snake biting’ by poisonous snakes. Due to flood water submerged into villages, the snakes are out of their hibernation and spending their lives with villagers on the ground.  

Parshuram Prasad- a member of the victim family said that initially local doctors treated all patients considering it snake biting.

मोतिहारी। मोतिहारी नगर निगम (Motihari Municiple Corporation) के महापौर अंजु देवी (Mayor Anju Devi) के विरुद्ध कूल 38 निर्वाचित वार्ड पार्षदों मे से 30 वार्ड पार्षदों के दवारा हस्ताक्षरित अविश्वास प्रस्ताव के बाद ज़िले के सियासी हल्कों मे राजनीति तेज़ हो गयी है।

क्योंकि महापौर और विक्षुब्ध गुट के ज़्यादातर पार्षद भाजपा समर्थित है, ऐसे मे ज़िले के विपक्षी पार्टियां भी अपना मोर्चा खोल दिया है। आरोप- प्रत्यारोप का दौर चालू है। आरोप है की महापौर अंजु देवी और नगर आयुक्त सुनील कुमार की अकर्मण्यता और तानाशाही इस कदर सर चढ़ कर बोलने लगी की मामला भाजपा समर्थित ज़्यादातर पार्षदों ने अपनी ही पार्टी के महापौर के विरुद्ध अविश्वास प्रस्ताव तक पहुंचा दिया इस कदर अगर सबकुछ ठीक-ठाक रहा तो महापौर की कुर्सी जानी तय प्रतीत हो रही है। 

विक्षुब्ध पार्षदों ने महापौर पर तानाशाही, भ्रष्टाचार और अकर्मण्यता का लगाया आरोप 

आरोप है कि  ज़िले मे राष्ट्रीय जनता दल के अलावे काँग्रेस (Congress) ने भी भाजपा (BJP) के स्थानीय विधायक सह नितीश कैबिनेट के मंत्री प्रमोद कुमार (MLA & Minister Pramod Kumar) के ऊपर इस अविश्वास प्रस्ताव को लेकर कई गंभीर सवाल खड़े किए है।

विक्षुब्ध गुट का नेतृत्व करते हुए पार्षद गुलरेज शहजाद (Gulrej Shahjad) ने कहा है कि इस मामले को राजनीतिक रंग देने भूसे पर लाठी पीटने जैसा है। वर्तमान महापौर के अकर्मण्यता के कारण बिहार का स्वक्षता मे नंबर एक मोतिहारी नगर निगम अब पंद्रहवें स्थान पर चला गया है। पूरे कोरोना काल में महापौर कुम्भकर्णी निद्रा में सोए रहे और जनता हम पार्षदों को बुरा-भला कहती रही। चाहे गंदगी हो या सुअरों और आवारा मवेशियों का आतंक हर मामले में महापौर व नगर आयुक्त निकम्मा साबित हुए।

 युवा राष्ट्रीय जनता दल के पूर्व जिलाध्यक्ष हामिद रज़ा ने लगाये गंभीर आरोप

इधर युवा राष्ट्रीय जनता दल (RJD) के पूर्व जिलाध्यक्ष हामिद रज़ा उर्फ राजू खान (Hamid Raja) ने एक प्रेस विज्ञप्ति जारी करते हुए आरोप लगाया है कि नगर आयुक्त सुनील कुमार (Municipal Commissioner Sunil Kumar) शुरू से ही भ्रष्टाचार को लेकर चर्चे मे रहे है और सूबे के कानून मंत्री प्रमोद कुमार के नजदीकी संबंधी भी है। आरोप लगाया की मंत्री अपने रिस्तेदार नगर आयुक्त सुनील कुमार को उनके कु-कृत्यों से बचाने को लेकर अविश्वास प्रस्ताव अपने ही पार्टी समर्थित महापौर पर लगवाये है।

 इधर नगर आयुक्त सुनील कुमार ने बताया कि महापौर के खिलाफ अविश्वास प्रस्ताव से संबंधित पत्र वार्ड पार्षदों ने दिया है। जिस पत्र को वह महापौर के पास भेज देंगे। 13 दिन के अंदर अगर महापौर द्वारा बैठक नहीं बुलाई जाती है तो पार्षदों की खुद से बैठक सम्पन्न की जायेगी।

अविश्वास प्रस्ताव के बाद आरोप -प्रत्यारोप जारी

बता दें कि नगर निगम की महापौर अंजू देवी और नगर आयुक्त सुनील कुमार के बीच जारी खींचतान के कारण विकास कार्यों पर प्रभाव पड़ा रहा। जिस कारण डीएम (DM) ने जिला लोक शिकायत पदाधिकारी को विशेष पदाधिकारी के रुप में नगर निगम में प्रतिनियुक्त किया है। हालांकि, इस पूरे मामले पर महापौर अंजू देवी कुछ भी बोलने को तैयार नहीं हैं।

MOTIHARI: Remembering George Orwell” a discussion session organised on 25th June 2021 by the Department of Educational Studies, School of Education, Mahatma Gandhi Central University (MGCU) as the department celebrated the 118th Birth Anniversary of George Orwell.

The programme began with the introductory note of Prof. Asheesh Srivastava, Head and Dean, Department of Educational Studies MGCU  where he shared his thoughts and views on the life of George Orwell. He mentioned that it is a matter of Pride for all of us that Such a Classic writer was born in Motihari Champaran and this is our moral responsibility to make our upcoming generation and students aware about the writings and life of George Orwell.

He mentioned that Orwell was his pen name by which he is famously known, his original name is Eric Aurther Blair. Further Prof. mentioned that he has been working in this field and has been constantly in touch with his son Richard Blair, Prof. Jean Stone (Director, Orwell Foundation University College of London, Britain), Jeremy weekly (Program Manager Orwell Foundation) Quintin Koff (Director, Orwell Society).

Vice Chancellor, MGCU, Prof Sanjeev Kumar Sharma, shared his insights on the life of George Orwell and how much he is celebrated even now because of his classic masterpieces like Animal Farm and 1984..

Pro- VC MGCU, Prof. G. Gopal Reddy also shared his experiences and insights on the life and literary works of Orwell. Also he emphasized on how much the day 25th June  is important in the Indian history. for your gracious presence which made this event a successful one.

Further the discussion session was followed by the presentation “Remembering George Orwell” by  Astik Mishra, M.Phil. Research Scholar, DoES, SoE, MGCU under the guidance of Prof Asheesh Srivastava, Head and Dean, Department of Educational Studies, School of Education, Mahatma Gandhi Central University, where he wonderfully described about the life and literary works of George Orwell.

The programme was then followed by formal Vote of thanks delivered by Dr. Pathloth Omkar, Assistant Professor, Department of Educational Studies, School of Education, Mahatma Gandhi Central University. 

Programme was hosted and managed by Suprabha Dey, Ph.D Research Scholar, Department of Educational Studies, School of Education, Mahatma Gandhi Central University.

Many guests professors and scholars from other Universities also took were present in the Discussion session. And the programme was  made successful with the presence of one and all.

MOTIHARI : One of the senior ministers of Nitish Kumar cabinet and five times BJP MLA from Motihari assembly seat in Bihar is inklinging helplessness from ever strengthening dominance of land mafias and alleged police-land mafia nexus in the district.

Sending a SOS to chief minister of Bihar, Pramod Kumar, minister for cane industry and law department on Saturday said that the district has witnessed a number of incidents of land related violence in which police-mafia nexus was clearly surfaced.

Demanding state high ups’ interventions and a comprehensive  investigation in these incidents, which the minister claims is related to land capturing being occurred in the district, he said.   

He said dominance of land mafias having hand in gloves with local police and senior police officers turned out to be bad omen for the civic body. The day by day incidents led to a number of violent clash leading  deaths and  injuries as well in many cases, he said.

 Latest among a piece of land worth in crores -located close to town police station was  attempted to grab on Thursday by a group of over 200 grabbers. The attempt however was  averted after director general of police (DGP) of Bihar intervened the matter forcing the local police to rush on the spot resulting in flees of all the anti-socials elements.

Ignoring victims’ application of extortion money for which they are being intimidated from mafias, police framed victims instead  ‘in allegely a false and concocted case” only to help land sharks, minister letters reads.

 “ The land in question has long litigations between two parties and the high court had already imposed injunctions on the land. Both the parties are at the verse of compromise, when a third party is forcibly trying to grab this land and the way police act and behave in this matter the police-mafis nexus unfolds”, he said .

As motihari nagar parishad transformed in to Nagar Nigam and Mahatma Gandhi central university was opened up  with all round development in the area, the land prices are skyrocketing and land mafias are spending flawless money to woo officials in their favour, minister said adding that they are using forced document to create litigations and in the most of the cases, actual owners have to surrender before land sharks.

Keeping in mind the ever growing land related disputes in the state, he said that the state government has set hierarchical level accountability to address the problem right from SHOs, COs to SP and DM. If the dispute is pending before court the court order has to be properly respected, but these guidelines are not properly followed in our segment, he said.

Notably, on Thursday a group of land traders tried to erect boundary wall forcibly on nine katha land –part of twenty eight kathas located in front of a hotel- close to town police station despite the injunctions claimed to be imposed on the land by high court. Victime Kishore Mishra also apprised the matter through a letter to prime minister and CM and DGP in Bihar alleging that  Manoj Gautam and Ashok Mishra along with a group of land Mafia is trying to grab his land enjoying police support.  ” District is experiencing the worst days, realtors rule the roost, ” said a senior civil advocate Rajeev Shankar Verma.

मोतिहारी। ज़िले मे भू- माफियाओं (Land Mafia) के द्वारा किए जा रहे ज़मीनों के कब्जे की  शृंखला मे बृहस्पतिवार को नगर थाने से महज कुछ कदम की दूरी पर तकरीबन तीन सौ की संख्या मे भूमि कारोबारी तकरीबन 9 कट्ठा जमीन पर बल पूर्वक चाहारदीवारी करने लगे। उक्त जमीन सहित कुल 28 कट्ठा जमीन पर उच्च न्यायालय (High Court) ने किसी तरह के निर्माण कार्य करने एवं बिक्री पर रोक लगा दी थी। आरोप है कि पीड़ित पक्ष सुबह के आठ बजे से नगर थाने मे गुहार लगते रहे परंतु तब तक पुलिस (Police) सक्रिय नहीं हुई जब तक बिहार के पुलिस निदेशक एसके सिंघल (DGP SK Singhal) का मामले मे हस्तक्षेप नहीं हो सका।

पीड़ित पक्ष किशोर मिश्रा की माने तो कब्जे के दौरान ज़िले के ज़्यादातर अधिकारियों के मोबाइल बंद थे। सुबह मे उनका आवेदन भी नहीं लिया गया। बाद मे डीजीपी के आदेश पर पुलिस का एक दल घटना स्थल पर पहुंचा तब जाकर भू-माफियाओं की फौज मैदान छोड़ कर भाग सकी और पीड़ित पक्ष के लोगों ने निर्माणाधीन चाहारदीवारी को तोड़ डाला।

हालांकि, मामले मे नगर इंस्पेक्टर विजय यादव (Town Inspecter Vijay Yadav) ने कहा कि निर्माण कार्य करवाने वाले व्यक्ति का दावा था कि चाहरदिवारी वाली भूमि मुकदमे वाली भूमि से अलग है। मामले मे कोई पक्षपात नहीं की गयी है। पुलिस पर लगने वाले सारे आरोप बेबुनियाद है। मामले मे कोई आवेदन नहीं आया है, आवेदन मिलने पर कार्रवाई कि जाएगी।

इधर एक पक्ष अधिवक्ता शैलेंद्र कुमार वर्मा (Advocate Shailendra Kumar Verma) ने कहा कि कब्जा की जा रही भूमि मुकदमे वाली भूमि का ही अंश है, जिस पर कोर्ट की निषेधाज्ञा लागू है। हमलोग थाने मे आत्मदाह करने जा रहे थे, तब जाकर पुलिस घटना स्थल को कूच कर सकी।

सनद रहे कि नगर थाने (Town Police Station) के इंस्पेक्टर विजय कुमार यादव एक सुलझे हुये व्यक्ति है। आरोप है कि मामले मे पुलिस के वरीय अधिकारी का थाने पर दबाब था, तभी तो कोर्ट के आदेश के बाद भी थाने के बगल मे खुलेआम कब्जा हो रहा था और थाने के अधिकारी मजबूर बने हुये थे।

कब्जा करने वालों मे कई सफेद पोशों का भी नाम आ रहा है वही मामले मे बताया गया कि पूर्व मे इस जमीन पर किशोर मिश्रा एवं स्व. लक्ष्मीकान्त प्रसाद के बीच 1964-65 से दीवानी बाद चल रहा था, जिसमे स्व. लक्ष्मी प्रसाद पक्ष की जीत निचली अदालत से हो गयी थी, जिसको उच्च न्यायालय मे चुनौती दी गयी थी। बाद मे दोनों पक्षों ने 13 कट्ठा एवं 15 कट्ठा के हिसाब से आपस मे समझौता कर लिया, इसी बीच एक तीसरा पक्ष अशोक मिश्रा ने उच्च न्यायालय मे मुकदमे मे इंटरबेनर बनने का प्रयास किया, लेकिन न्यायालय ने यह कहते हुये मनोज मिश्रा का आवेदन अस्वीकृत कर दिया गया कि लोअर कोर्ट मे मनोज मिश्रा को भी पार्टी बनाया गया था लेकिन वे मुकंदमे मे अपना पक्ष रखने को लेकर इक्छूक नहीं दिखे।

लॉक डाउन मे कोर्ट की प्रक्रिया पूरी तरह से बंद है। दो माह पूर्व भी माफियाओं ने जमीन को कब्जा करने का प्रयास किया परंतु तब भी वे लोग असफल रहे एवं मामले मे पुलिस ने जमीन पर धारा 144 धारा लागू कर दिया। आरोप है कि पीड़ित पक्ष ने तब धमकी एवं रंगदारी का एक आवेदन नगर थाने मे दिया था, लेकिन किसी कारण वश पुलिस द्वारा वो मुकदमा दर्ज नहीं किया जा सका था। मामले मे अशोक मिश्रा एवं मनोज गौतम आदि पर कई संगीन आरोप लगाये गए थे। मनोज गौतम एक सम्मानित प्रोफेसर के पुत्र बताये जाते है।

मामले मे एक पक्ष से जुड़े सिविल के वरीय अधिवक्ता राजीव शंकर वर्मा (Advocate Rajiv Shankar Verma) ने कहा कि प्रथम अपील मे उनके क्लाईंट की जीत निचली अदालत से हुई थी। जिसका अपील उच्च न्यायालय मे एक पक्ष ने किया है, जबकि वर्तमान मे विवाद करने वाला व्यक्ति कही से भी इस भूमि पर अपना कानूनी अधिकार नहीं रखता है।

मोतिहारी। पुलिस की उपस्थिती मे भू-माफ़ियों और अपराधियों (Criminal) के द्वारा रघुनाथपुर (Raghunathpur) के बालगंगा (Balganga) मे गोलीबारी की घटना एक तरफ भू-माफियाओं एवं अपराधियों के बढ़ते मनोबल को दर्शाता है, वही यह घटना ज़िले के कुछ थानों एवं अधिकारियों के साथ भूमि व्यवसाय से जुड़े अपराधियों के नापाक गठजोड़ की ओर भी इंगित करता है।

एक तरफ नगर थाना (Town Police Station) अब तक शांत है तो वही मुफ़्फ़सिल एवं रघुनाथपुर थाना (Raghunathpur Police Station) क्षेत्रों से लगातार पुलिस एवं भू-माफियाओं के गठजोड़ की खबरें आ रही है, इन क्षेत्रों मे अपराधियों का मनोबल इतना बढ़ गया है कि अपराधी पुलिस के सामने फायरिंग कर ग्रामीणों को जख्मी कर देते है और पुलिस तमाशबीन बनी रहती है।

पुलिस का कहना है कि मामले मे अंचलाधिकारी (CO) एवं पुलिस के उपस्थिती मे पैमाईसी होनी थी, इसी बीच एक पक्ष ने फायरिंग शुरू कर दी, जिसमे दो लोग जख्मी हो गए। अब सवाल आता है कि पुलिस की उपस्थिती मे भी अपराधियों एवं भू- माफियाओं (Land Mafia) की ये हालत है तो इनकी अनुपस्थिति मे आम आदमी इन इलाकों मे कितना सुरक्षित है, इसका सहज अंदाज़ा लगाया जा सकता है। वैसे भी रघुनाथपुर का साहनी गैंग पूर्व से ही अपने अपराधों के लिए सुर्खियों मे रहा है, संगीन अपराधों के आरोप मे कई अभी भी मोतिहारी जेल मे बंद है।

घटना के दिन फायरिंग (Firing) के दरम्यान पुलिस के दवारा प्रतीकार नहीं करना यह प्रमाणित करता है कि या तो संबन्धित अधिकारी ऐसे मामलों को हैंडल करने के योग्य नहीं थे या फिर माफियाओं को मालूम है कि वे फिर अन्य मामलों की तरह जांच आदि के बहाने सदर पुलिस अधिकारियों को मेल मे लेकर बच निकलेंगे या अगर जेल भी जानी पड़ी तो करोड़ों की भूमि तो मिलेगी और जमीनी विवाद दिखा कर इसको असली आपराधिक मामलों की श्रेणी से अलग करवा कर न्यायालय (Court) से भी लाभ ले लिया जाएगा।

सवाल पूछा जा रहा है कि मटियारिया मे जब पुलिस वालों पर असमाजिक तत्वों ने एक हत्या के बाद पत्थर फेंका तो पुलिस की बंदूकें गरजने लगी, लेकिन इसी पुलिस के सामने कुछ शांति पसंद लोग अपनी संपति भू-माफियाओं से बचाने का प्रयास कर रहे थे तो पुलिस अपराधियों के बंदूकों की जवाब बदूक से क्यों नहीं दे सकी।  

क्या पुलिस को दिये जाने वाले हथियार सिर्फ पुलिस के खुद के रक्षा के लिए होते है ?

बता दे कि पूर्व मे जिले मे अपहरण उद्धयोग चरम पर था। इस काम मे जोखिम भी बहुत था और पैसे भी बहुत कम थे। अब सभी अपराधी भूमि के कारोबार से जुड़ चुके है, इसमे पुलिस के सहयोग की भी पूरी संभावना हो गयी क्योकि अपराधियों द्वारा किसी भी झूठी बात को आधार बना कर किसी भी भूमि पर दावा कर दिया जा रहा है और पुलिस दप्रस 144 लगाने की बात कह कर असली मालिक को ही जमीन पर जाने से रोक देती है। बाद मे या तो असली मालिक को इन अपराधियों से लाखों रुपया नुकसान सहते हुये जमीन को बेच देना पड़ता है या इस तरह के हमलो का शिकार होना पड़ता है। पुलिस (Police) के समक्ष अंचल रसीद, दस्तावेज़ एवं दाखिल कब्जा प्रमाण पत्र की भी कोई महत्व नहीं है, कई मामलों मे तो अंचलाधिकारी भी थाना के राह पर ही चलना पसंद करते है। मुफ़्फ़्सील थाना (Muffasil Police Station) परिसर एवं सदर के एक वरीय पुलिस अधिकारी के कार्यालय के आस-पास जमीन के कारोबार से जुड़े चंद बदनाम चेहरों को कभी भी देखा जा सकता है। जमला (Jamla) , बरियारपुर (Bariyarpur) और लखौरा (Lakhaura) रोड मे भी इसी तरह के मामलों मे असली जमीन मालिक थानों एवं वरिये अधिकारियों के दफ्तर का चक्कर काट-काट कर थक चुके है।

MOTIHARI: The sightings of big cat have always cowers people in fear and the very panic was generated right after a tigress- being strayed from Valminagar Tiger Reserve (VTR) about 130 km from here first spotted in a maize field near Pakadidyal in East Champaran district in Bihar.

The big cat, which stays in the district for more than 60 hours, made citizens sensate the reason why people of the district are missing this Bengal Tiger presence, after its safe rescue and return to VTR-its home turf. The forest officials as well as District administration both did commendable job in ensuring safe rescue and avert probable man- animal fight.

Forest official released a video of Tiger being freed in Harnatarh forest range in West champaran on Friday and the views of the majestic run of ‘Big Cat’ while returning home forced denizens to recall the presence of a short time but ‘rare guest’ with whome district spend sixty hours of thrills and spills.

Ever escalating curiosity to become aware of every movements and locations of this magnificent Animal even by common citizens, who use to call in BNM office in the course of rescue operation, was a rare experience for news man. After arrival of this guest, spot lights was shifted from pandemic to Tiger its rescue and its footsteps.  “Yes, we are missing this guest though unwanted, thanks administration for its safe rescue”, said Mohan Singh, a native of Madhubani village.

He said, “With the tiger returning to its home, villagers heaved a sigh of relief. We are in a state of the combination of fear and curiosity. Fear- because Animal may attack any villagers as it was hungry for the last five days as forest officials informed. We are now missing the tiger because it was not a ‘man eater’. The way village children were chasing the tiger and the tiger cowering in fear, desperately trying to save itself from naughty village youth hiding in bushes were evident that this big cat had never tasted human blood yet.

Showing his heebie jeebies on danger related to the Bengal tiger, whose numbers are diminishing fast, he asked why tigers keep straying into villages from VTR? .  

When reached, a forest official underlines rising water lever in their home turf, territorial fights, prey scarcity, old age blunting of their hunting skills- the reasons of their time and again strays. If VTR-  a home to 45 tigers and 150 leopards has indeed prey scarcity, how worrying this is ?, he quipped.

Talking about the behaviors of Bengal Tiger, he said it behaves differently from their brethren in other turf. Being smaller and more agile and more adaptive too in comparison to their counterparts, traits makes Bengal tiger distinctive from its other brethren. Being more cunning and ferocious – obviously a deadly combination of Bengal tiger turns man eater so frequently, he said.

Notably, this is not the first instance of straying a tiger into far flung areas from its actual turf in VTR . Last year, a leopard had seemed to have walked its way up to 300 kilometers from the forest  of Valmiki Nagar Tiger Reserve through the Gandak river to the Vaishali district during the last lock town.

Divisional forest officer (DFO) Prabhakar Jha said that the tiger caught in Chiraiya locality is healthy and has been released in division two of the Valmiki Tiger Reserve (VTR), in West Champaran, the lone tiger reserve in Bihar. After the rescue, a team of veterinary doctors declared the tiger’s good health. ‘Tiger trapped with shots with adequate doses of tranquilizer gun’, he said.

 मोतिहारी। आखिरकार प्रशासन और बाघ के बीच कई दिनों से जारी आँख मिचौली के बीच वाल्मिकीनगर टाइगर रिजर्व (VTR) से भटक कर पूर्वी चंपारण के पकड़ीदयाल (Pakadidyal) इलाके मे पहुंचा टाइगर वन विभाग के हत्थे चढ़ ही गया। सिकरहना (Sikarahna) के एसडीएम (SDM) की अगर माने तो चालाक और लगातार जगह बदल कर प्रशासन के आँखों मे धूल झोकने वाला बाघ चिरैया (Chiraiya) के मधुबनी पंचायत के पास पकड़ लिया गया है। पकड़े जाने के बाद मेडिकल टीम बाघ (Tiger) के स्वास्थ्य की जांच की जा रही है।

लगातार कई ग्रामीण इलाकों मे देखे जाने के बाद ग्रामीणों मे इस जानवर को लेकर भाय व्याप्त हो गया था, दूसरी ओर प्रशासन विशेष कर पटना (Patna) और वाल्मिकीनगर (Valmikinagar) से आई वन विभाग की टीम को चिंता थी की कही ग्रामीणों पर जानवर हमला न कर दे। उन्हे बाघ एवं ग्रामीण दोनों की ही सुरक्षा करनी थी।

हालांकि बाघ आदमखोर नहीं था। जिस तरह से ग्रामीण बच्चे इस बाघ को खदेड़ रहे थे, उससे यही प्रतीत हो रहा था की बाघ ने अभी तक मानव के खून से परिचित नहीं था। वह ग्रामीणों को देख कर खेतों के झाड़ियों मे छुपता फिरता था।

सबसे पहले बाघ को पकड़ीदयाल के एक गाँव के मक्के के खेत मे देखा गया। बेहोश करने वाले गण और जाली के साथ वन विभाग की टीम लगातार बाघ को फॉलो करती रही, लेकिन बाघ छुपता रहा और लगातार जगह भी बदलता रहा।

बच्चों द्वारा उक्त जानवर को खदेड़ने का विडियो भी वायरल हुआ यही कारण था ‘मैन एनिमल फाइट’ (Man Animal Fight) के अंदेशा से प्रशासन अलर्ट (Police Alert) हो गयी। पड़ोसी ज़िला शिवहर (Sheohar) के सभी अधिकारियों की छुट्टी भी रद्द कर दी गयी क्योकि भय था कही बाघ भटक कर शिवहर ज़िला मे न पहुँच जाये।

वन पदाधिकायों (Forest Officer) की माने तो ट्रेंकुलाइजर गण से बेहोश किया गया अब उसे उसके असली घर वाल्मिकीनगर के जंगल मे छोड़ दिया जाएगा। मामले मे जिलाधिकारी शीर्षत कपिल अशोक (DM Shirshat Kapil Ashok) भी लगातार घटना स्थल पर जमे हुये थे एवं वन कर्मचारियों को निर्देश दे रहे थे।

मोतिहारी। ज़िले मे पदस्थापित चिकित्सकों की करस्तानियों पर अगर नजर डाले तो पूरा का पूरा सिस्टम ही सवालों के घेरे मे आता दिखता है। डॉ. श्रवण पासवान (Dr. Shrwan Paswan) की तो विवादों से चोली-दामन का रिश्ता रहा है फिर भी यह नाम यहाँ के स्वास्थ्य विभाग मे व्याप्त भ्रष्टाचार के ऊपर एक महज बानगी ही है। जितनी नाम उतनी कहानियाँ एवं उतने ही घिनौने आरोप। आरोप है कि डॉ. सुनील कुमार (Dr. Sunil Kumar) की नियुक्ति ही अवैध है। इन्होने अपने नियुक्ति के वक्त मेडिकल काउंसिल ऑफ इंडिया का क्लियरेंस प्रस्तुत नहीं किया, जबकि वे रूस से मेडिकल की डिग्री लिए हुये है। रूस से मेडिकल पास चिकित्सकों मे रवि रंजन और सुरेश कुमार भी है। वर्तमान मे दोनों ही ज़िले से बाहर है। डॉ. सुनील कुमार वर्तमान मे मोतिहारी सदर अस्पताल (Motihari Sadar Hospital) मे आरटीपीसीआर (RTPCR) इंचार्ज़ है। स्वास्थ्य विभाग को भेजे गए एक आवेदन मे आरोप लगाया गया कि डॉ. सुनील कुमार पर कोविड किट को फेंकने, उसे बाज़ार मे बेचवाने साथ ही चार एम्बुलेंस को चलवाने एवं तीन के पैसे को गबन करने जैसे गंभीर आरोपों के सघन जांच की मांग की गयी है। दूसरा महत्वपूर्ण नाम है डॉ. रणजीत राय का। डॉ. रणजीत राय  (Dr. Ranjit Rai) ज़िला यक्ष्मा पदाधिकारी है। उनपर आरोप है कि वे गया मे पदस्थपना के दौरान पाँच साल तक गायब रहे थे। विभाग को उनके बारे मे कोई सूचना नहीं थी की वे कहा है, फिर भी वे ज़िले के पहाड़पुर (Paharpur) के प्राथमिक स्वास्थ्य केंद्र मे बिना रिलीजिंग और बिना चार्ज रिपोर्ट के जॉइन कर लिए, साथ ही आरोप है कि फ़रारी का भी पूरा पैसे का उठाव कर सर्विस को रेगुलर भी कर लिए। इतना ही नहीं आवेदन मे आरोप लगाया गया है कि मोतिहारी के सिविल सर्जन से इनके गहरे तालुक्कात है। इतने गहरे कि वे सिविल सर्जन के सरकारी आवास मे ही रहते है और आवास मद मे मिलने वाले पैसे को एंजॉय करते है और इस सब मे सिविल सर्जन का सहयोग बना रहता है। हालांकि डॉ. रंजीत राय इन आरोपों से सीधा इंकार करते है एवं कहते है कि वे 2002 मे गया मे जॉइन किए और लिखित अवकश कर चले गए। फिर गया से 2009 मे विरमित हुये और पहाड़पुर मे तत्कालीन सिविल सर्जन के आदेशानुसार जॉइन भी कर लिए क्योकि अवकाश पीरियड का पे-स्लिप विभाग नहीं बनाया, इसलिए वे उक्त काल का सैलरी नहीं ले सके, जिसके लिए वे एक मुकदमा भी विभाग से लड़ रहे है। उन्होने कहा कि सभी आरोप झूठे और बेबुनियाद है। इधर डॉ. सुनील कुमार से उनके मोबाइल नंबर पर कई बार संपर्क करने का प्रयास किया गया लेकिन उनके द्वारा फोन रिसीव नहीं किया गया।
