पूर्वी चंपारण। ज़िले में मासूम बच्चों की गुमशुदगी अब सिर्फ खबर नहीं, बल्कि हर घर की चिंता बन चुकी है। बच्चा चोर गिरोह के सक्रिय होने की आशंका के बीच दो नन्हे बच्चों के गायब होने की घटनाओं ने पूरे इलाके को झकझोर दिया है।

 एक घटना हालिया है तो दूसरी को पूरे एक सप्ताह बीत चुके हैं, लेकिन पुलिस के तमाम प्रयासों के बावजूद अब तक कोई ठोस सफलता हाथ नहीं लगी है।

ताजा मामला चकिया थाना क्षेत्र का है। ग्राम गंगा सिरसिया से 11 माह का अद्यांश कुमार रात के समय अपने घर से रहस्यमय ढंग से लापता हो गया। पिता धर्मेन्द्र राम और माता कविता देवी हर पल किसी चमत्कार की उम्मीद में दरवाजे की ओर टकटकी लगाए बैठे हैं। बच्चे के रोने की आवाज़ सुनने को तरस चुके माता-पिता का दर्द शब्दों में बयां नहीं किया जा सकता।

वहीं मधुबन थाना क्षेत्र के ग्राम कंशपकड़ी में हुई घटना को अब एक सप्ताह से अधिक समय बीत चुका है। डेढ़ साल की मासूम बच्ची मणिकर्णि उर्फ मनिया घर के दरवाजे पर खेलते-खेलते गायब हो गई थी।

 इस मामले में पुलिस ने गंभीरता दिखाते हुए बच्ची की सूचना देने वाले को 50000 इनाम देने की घोषणा भी की, लेकिन तमाम घोषणाओं और छापेमारी के बावजूद बच्ची का अब तक कोई सुराग नहीं मिल सका है। 

हर गुजरता दिन परिवार की उम्मीद को और कमजोर करता जा रहा है।

बच्चा चोरी क़ी घटनाओं ने ज़िले की सुरक्षा व्यवस्था पर सवाल खड़े कर दिए हैं। पुलिस का कहना है कि जांच जारी है सूचनाएं एकत्रित क़ी जा रही है और संभावित ठिकानों पर लगातार दबिश दी जा रही है। 

पुलिस अधीक्षक मोतिहारी ने आम लोगों से अपील की है कि वे सतर्क रहें, बच्चों को अकेला न छोड़ें और किसी भी संदिग्ध व्यक्ति या गतिविधि की सूचना तुरंत पुलिस को दें।

गांव की गलियों से लेकर शहर की सड़कों तक डर का साया है। हर मां अपने बच्चे को सीने से लगाए सहमी हुई है। सवाल सिर्फ इतना है—क्या ये मासूम जल्द अपने घर लौट पाएंगे?

प्रभारी आरक्षी उपाधीक्षक प्रशिक्षु ऋषभ कुमार ने बीएनएम से बातचीत में सभी आरोपों को सिरे से खारिज कर दिया। उन्होंने कहा, "आरोप पूरी तरह निराधार हैं। सादे कागज पर किसी से हस्ताक्षर नहीं लिए गए....

मोतिहारी | हरसिद्धि थाना क्षेत्र के रौशन हॉस्पिटल के चिकित्सक डॉ. नीरज कुमार पर शादी का झांसा देकर पांच वर्षों तक शारीरिक-मानसिक शोषण और दहेज की मांग का गंभीर आरोप लगा है।

पीड़िता ने हरसिद्धि पुलिस के दरोगा राजेश कुमार और अपर थानाध्यक्ष संतोषी क़ो भी अपने गंभीर आरोपों से कटघरे में खड़ा किया है. संतोषी पर पीड़िता क़ो धमकाने एवं राजेश पर सादे कागज पर हस्ताक्षर कर दर्ज प्राथमिकी में कुछ तथ्यों क़ो छुपा लेने क़ा आरोप लगा है। 

  आवेदन पर हरसिद्धि थाने में प्राथमिकी दर्ज हो चुकी है। एफआईआर के बाद डॉ. नीरज फरार हो गए हैं और अस्पताल में ताला जड़ दिया गया है। 

इस मामले में पुलिस ने जांच तेज कर दी है। हरसिद्धि थाना क्षेत्र के एक गांव की रहने वाली पीड़िता ने बताया कि पांच वर्ष पूर्व उसकी बहन की सर्जरी रौशन हॉस्पिटल, हरसिद्धि में हुई थी। इसी दौरान डॉ. नीरज कुमार का संपर्क हुआ, जिन्होंने शादी का वादा कर शारीरिक संबंध बनाए। मूल रूप से दूधही निवासी डॉ. नीरज ने पीड़िता को नेपाल, रामनगर समेत कई जगहों पर रखा। आठ माह पूर्व हॉस्पिटल में ही शादी रचा ली, जिसका वीडियो वायरल है, लेकिन छपवा ले जाकर छोड़ दिया। 

जब पीड़िता घर ले जाने की बात की तो डॉ. नीरज, उनके पिता मुख्तार साहनी, भाई अरविंद कुमार, बहन आरती कुमारी और मां ने 10 लाख रुपये नकद व एक वाहन दहेज की मांग की। मांग न मानने पर जान से मारने की धमकी दी गई। पीड़िता ने आरोप लगाया कि डॉ. नीरज दूसरी शादी की तैयारी कर रहे हैं। 

मामले ने तूल पकड़ लिया है, लेकिन थाने के प्रभारी आरक्षी उपाधीक्षक प्रशिक्षु ऋषभ कुमार ने बीएनएम से बातचीत में सभी आरोपों को सिरे से खारिज कर दिया। उन्होंने कहा, "आरोप पूरी तरह निराधार हैं। सादे कागज पर किसी से हस्ताक्षर नहीं लिए गए।

प्राथमिकी पारदर्शी तरीके से दर्ज हुई है।" पीड़िता ने अपर थानाध्यक्ष और दरोगा राजेश कुमार पर गंभीर आरोप लगाए थे कि उन्होंने सादे कागज पर हस्ताक्षर कर स्वयं एफआईआर लिखी और मामले में बार-बार धमकी दी। एसएचओ ऋषभ कुमार ने स्पष्ट किया कि ऐसी कोई अनियमितता नहीं हुई।

पुलिस ने मामले में एक अभियुक्त को गिरफ्तार कर लिया है, बाकी की तलाश तेज है। हरसिद्धि थाना पुलिस छापेमारी कर रही है।

 डॉ. नीरज का हॉस्पिटल में ताला लगा पड़ा है। एसएचओ ने भरोसा दिलाया कि दोषियों को जल्द सलाखों के पीछे डाला जाएगा। पीड़िता को न्याय मिलेगा।
यह मामला हरसिद्धि क्षेत्र में सनसनी फैला रहा है। स्थानीय लोग पुलिस की कार्रवाई का इंतजार कर रहे हैं। 

जांच में नया मोड़ आ सकता है। अपर थानाध्यक्ष संतोषी पर आम लोगों के साथ भी बुरे बर्ताव के आरोप लेगे, लेकिन नये प्रभारी के कार्यक्लाप क़ी प्रशंसा हुईं।

मोतिहारी : बीएनएम की एक्सक्लूसिव रिपोर्ट पर मोतिहारी जिले में बड़ा प्रशासनिक एक्शन हुआ है।

 बीएनएम पर प्रसारित भ्रष्टाचार से जुड़ी खबर के बाद एसपी स्वर्ण प्रभात ने पताही थाना के दरोगा पंकज कुमार को तत्काल प्रभाव से सस्पेंड कर दिया है।

दरअसल, शुक्रवार यानी आज ही बीएनएम ने एक विस्तृत रिपोर्ट प्रकाशित की थी जिसमें पताही थाने के अनुसंधानकर्ता दरोगा पंकज कुमार पर एक विवादित जमीन मामले में लाखों रुपये की उगाही के गंभीर आरोप लगाए गए थे। 

खबर के साथ वायरल ऑडियो क्लिप्स भी सामने आए थे, जिनमें दरोगा खुद रिश्वत की रकम तय करता और बार‑बार रुपये मांगते सुना जा रहा था।

मिले ऑडियो में दरोगा कभी केस में राहत दिलाने की बात करता, तो कभी अभियुक्तों को फँसाने की धमकी देकर पैसे उगाही की कोशिश करता है। 

पाँच ऐसे ऑडियो सामने आए, जिसने न सिर्फ पुलिस महकमे की साख पर सवाल खड़े कर दिए, बल्कि जनता में खूब आक्रोश पैदा किया।

मामला सामने आने के बाद मोतिहारी एसपी स्वर्ण प्रभात ने बीएनएम से कहा था, “वायरल ऑडियो की तकनीकी जांच कराई जा रही है। दोषी चाहे कोई भी हो, बख्शा नहीं जाएगा।

” अब एसपी ने अपने वादे पर अमल करते हुए दरोगा को निलंबित करने की कार्रवाई की है और मामले की जांच अनुमंडल पुलिस पदाधिकारी चन्दन कुमार को सौंपी गई है।
एसपी ने बयान जारी कर कहा—“प्रथम दृष्टया आरोप सही पाए गए हैं। 

जांच रिपोर्ट आने के बाद विभागीय कार्रवाई की प्रक्रिया शुरू की जाएगी।” एसपी की इस सख्त कार्रवाई को भ्रष्टाचार के खिलाफ बड़ा संदेश माना जा रहा है।

एसपी प्रभात के कदम से प्रशासनिक हलकों में साफ संकेत गया है कि ‘वर्दी में भ्रष्टाचार’ अब बर्दाश्त नहीं होगा।

 जिले के ग्रामीण इलाकों में जहां आम लोग पहले ही न्याय के लिए थाने का रास्ता पकड़ने से डरते हैं, वहीं इस घटना ने पुलिस की साख को झटका दिया था। लेकिन सस्पेंशन की खबर के बाद लोगों में यह उम्मीद जागी है कि ईमानदार नेतृत्व अब सक्रिय है।

बीएनएम ने जब इस मामले को उजागर किया, तब इसे आम जनता के हित में लगातार आगे बढ़ाया। 

और अब, बीएनएम की खोजी रिपोर्टिंग का नतीजा सामने है—भ्रष्टाचार पर सख्त कार्रवाई।

MOTIHARI: Thursday’s shocking murder of a business man Vivek Thakur-what police called a targeted killing, is about to be uncovered. District police claimed on Friday that it has identified the shooter and the conspirator both-thanks to the scientific and quick investigations of the Special Investigation Team (SIT).

Superintendent of Police of East Champaran district Swarn Prabhat through a whattup communiqué said that assailants have been caught in the CCTV footage and modus operandi of crime has been recorded. Investigation revealed that one Jhunna Singh, son of Sanjay Singh, village Murarpur under Harsiddhi police station is found to be the prime accused in the case that killed Vivel Thakur to eat away his huge amount that had been kept by Jhunna. Jhunaa and Vivek both are business partners, he said.

 Detailing the SIT investigations, SP said that police went through the bank accounts of Jhunna, where transactions of crores of rupees were found. Jhunna and his accomplice eliminated Vivek to eat away his amount.

On the pretext of petrol, Jhunaa called Vivek and shot in his head in very close blank range and fled sitting behind his accomplice’s pulsar bike leaving behind his hamlet that police recovered from the crime scene.

SP further said that only the arrest of Jhunna, the other conspirators and associates, who helped in murder will be revealed. Police have procured another CCTV footage, which shows Jhunna coming from bike with his associate. The investigating officer has been instructed to include CCTV footage in the case diary so that culprits could be brought to justice in trial.

Motihari police announced Rs 25000 reward on Jhunna’s head and issued an ultimatum to surrender within 48 hours or else all his properties will be confisticated.

MOTIHARI: An IPS officer is making waves in Bihar police for his audacious decisions and making significant strides in tackling various challenges plaguing the district.

This 2017- batch police officer Swarn Prabhat is hitting the headlines with a number of people-friendly and anti- criminal’s initiatives he had taken soon after joining as superintendent of police (SP) of Bihar’s East Champaran district.

East Champaran is clinching with the porous border of Nepal and has been facing a number of security related challenges. Apart from crimes on border like smuggling and anti-India activities, SP has strongly tackled the open sale of liquor, corruption among cops on police station level, incidents of “Harsh Firing”, attacks on police on duty and major criminal’s incidents on every alternate days.

Thousands of liters of liquor are seized daily, significantly reducing open sales.  Drone surveillance and ground-to-sky monitoring led to the arrest of gang members and a decline in criminal activities.

SP has also tackled unscrupulous cops with stern hands. In corruption crackdown: Malahi SHO, Dumariaghat SHO, and others were suspended for dereliction of duty.

Police Accountability: Transparency in posting criteria, with officer’s track records was made public by SP.

Harsh Firing Prevention: Security provided for marriage ceremonies, with officials encouraged to take selfies with attendees. The initiatives stopped ‘harsh firing’ completely and liquor use in the marriage ceremonies as well.

Officers authorized to use arms in self-defense, as seen in Raghunathpur and Dumariaghat incidents. This came after a police man was attacked by villagers in a village of Pahadpur.

Police are so morally high that they shot a criminal named Samir Singh, when he challenged police at the time of his arrest. He was a vicious sharp shooter and absconding in a case of murder of a bank employee.

SP while releasing a video said that Police stations are equipped with chilly grenades to disperse the mob at the time of implementing rule of laws. All the SHOs have been asked to provide FIR copy immediately to the complainant and share a selfie image from spot. he said.

MOTIHARI: With a rabid dog bites over five dozen ‘morning saunters’ in local Gandhi Maidan 0n Tuesday, the victims of the surprise attacks limp into the city's biggest public hospitals creating a chaotic situation before medical staff on duty in Motihari Sadar Hospital.

As fear psychosis gripped among locals, the numbers of strollers reduced significantly on Wednesday. The rabid dog bites all age group people from young to old including some police personnel- would visit this field in morning to inhale pure oxygen and work out there.

The villagers of Majurahan village located just adjacent to this field however chased away but later on beaten to death the stray’s dog only after it had bit dozens of people. The outdoor of Motihari Sadar hospital was preoccupied since morning as the rabid animal began attacking at 5 am morning.

“The victims lined up outdoors to have rabies' injections and all the injured were properly attended by doctors on duty” said in-charge civil surgeon Shrawan Paswan.

Rakesh, Bhonu and Ramjee Sah said many take shelter in private hospitals after serious injuries and getting treatments there. Advocate SK Pankaj- a native of Majurahan village said that dogs attacked our villagers but animal was beaten to death immediately after it went on attacking helpless ones. “Enraged over the inaction by the nagar nigam  authorities over stray animals, locals reportedly beat the dog to death”, Pankaj Said.    

 

All told the same frightening story: stray dogs had bitten them.

Manoj Kumar, 10, had an angry slash across his back from the same dog that charged on him at the time he was running in the field.

“We rushed to the hospital where I was administered rabies' injection closed,” said Manoj's father.

Notably, packs of strays lurk in public parks, guard alleyways and street corners and howl nightly in neighborhoods and villages in the district. Joggers carry bamboo rods to beat them away, and bicyclists fill their pockets with stones to throw at chasers.

A law under section 428 and 429 of IPC of Prevention of Cruelty to Animal Act forbade the killing of dogs, and the stray dog’s population has increased in Motihari much.

While Kaushal Dubey, manager of Sadar hospital admitted that Motihari Sadar Hospital alone had administered rabies injection over five dozen victims of Gandhi Maidan, Nagar Nigam commissioner Saurabh Yadav said they are contemplating catching stray dogs and leaving them in forest regions.

मोतिहारी : अपराध और अपराधियों के प्रति “ज़ीरो टोलेरेन्स” अख्तियार करने वाले जिले के पुलिस अधीक्षक स्वर्ण प्रभात इन दिनों पुलिस टीम पर हमला करने वाले तत्वों की कब्र खोदने मे जुट गए है, साथ ही ऐसे तत्वों से निपटने को लेकर उन्होंने एक बेहतर जुगाड़ भी अपने पुलिस के हवाले कर दी है |

बता दे कि जिले के पहाड़पुर थाना क्षेत्र स्थित लिपनी गाँव मे अपहरण की शिकार एक लड़की संबंधित मुकदमे की जांच करने गए पुलिस टीम पर हमले के बाद पुलिस अधीक्षक खासे आक्रामक हो गए और जिले के पुलिस अधिकारियों की एक बैठक बुला कर सभी क्षेत्रों से पुलिस पर हुये हमलों से संबंधित अभियुक्तों के विरुद् एक विशेष “क्रैक डाउन” शुरू करने का आदेश दे दिया, जिसमे 24 घंटे के भीतर ही 42 अभियुक्तों को पकड़ कर जेल के सलाखों के पीछे भेज दिया गया है |

लिपनी गाँव वाले वायरल विडिओ मे दिख रहा एक पुलिस अधिकारी हमले के बाद हाँथ मे पिस्टल निकाल लेता है, ताकि लोग डर जाए, फिर भी ग्रामीण मार- मार कर अधिकारी के सर फोड़ देता है | मामले मे मुन्ना कुमार और सोनू कुमार नामक दो पुलिस कर्मी बुरी तरह से जखमी हो गए थे |

मामले के तुरंत बाद एक महिला अनीता कुमारी को पुलिस ने पकड़ लिया था, परंतु शनिवार को उक्त मामले मे दो और अभियुक्त कपिलदेव कुमार और संजय कुमार पकड़े गए है | मामले मे कुल सात नामजद तथा 10-से 15 अप्राथमिक अभियुक्तों की गिरफ़्तारी को लेकर पुलिस अधीक्षक ने ना केवल थानाध्यक्ष की सैलरी रोकी है, बल्कि अनुमंडल पुलिस पदाधिकारी, अरेराज रंजन कुमार और स्थानीय सर्कल इन्स्पेक्टर से शो कॉज़ करते हुए घटना मे कार्रवाई मे देरी का कारण भी पूछा है |

यही नहीं पुलिस अधीक्षक ने अपने अधिकारियों को हथियार के साथ- साथ डीआरडीओ निर्मित चिली ग्रेनेड से लैश रहने का आदेश दिया है | इसके लिए एजेंसी से बड़ी मात्रा मे चिली स्प्रे और ग्रेनेड की मांग की गई है, ताकि ऐसे भीड़ से निपटा जा सके|

बताया गया कि नॉर्थ पूर्व के कई राज्यों सहित आर्मी और पारा मिलिटरी फोर्स के लोग इस “चिली ग्रेनेड” का इस्तेमाल करते रहे है | इसका पहला ट्रायल वेस्ट बंगाल मे हुई, फिर हरियाणा और दिल्ली मे भी भीड़ को तितर- बितर करने मे इसका कई बार इस्तेमाल हुआ है | इसमे खास मिर्च के इस्तेमाल होने के कारण लोगों के शरीर मे भारी जलन शुरू हो जाती है, फिर लोग भागने लगते है |

उल्लेखनीय है कि पूर्व मे जिले मे कई जगह पुलिस टीम पर हमला किया गया | ऐसे हमले विशेष कर शराब के ठिकानों पर छापेमारी के दरमियान हुई बताई जाती है | वर्षों पूर्व के कई ऐसे मामलों के अभियुक्त आज भी खुलेआम घूम रहे है, जिसमे से कइयों को पुलिस ने गिरफ्तार किया है | ऐसे मामलों के ज्यादातर अभियुक्तों को जिले के नेताओं के संरक्षण प्राप्त होते है |
