Questions over Nepal-based experience claim cast shadow on Assistant Professor appointment process at Mahatma Gandhi Central University

MOTIHARI: Fresh controversy has surfaced around the ongoing faculty recruitment process at Mahatma Gandhi Central University (MGCU), with allegations relating to the authenticity of an experience certificate submitted by Dr. Sneha Chaurasia for the post of Assistant Professor drawing attention within academic circles.

Documents accessed by Border News Mirror (BNM) indicate that Dr. Chaurasia had submitted an experience certificate purportedly issued by a Nepal-based management college, claiming nearly seven years of teaching experience. 

However, an independent verification conducted by the newspaper has reportedly raised questions regarding both the duration of service and the salary details mentioned in the document.

Sources associated with the Nepal institution, requesting anonymity, claimed that Dr. Chaurasia had worked there only for around six months. They further alleged that the salary figures reflected in the certificate appeared inconsistent with the institution’s pay structure, maintaining that even senior faculty members were not paid salaries of such scale in Indian currency.

The controversy intensified after another set of employment-related documents surfaced during the investigation.

 The records allegedly show that Dr. Chaurasia was associated with a school in Motihari during the same period for which the Nepal-based experience was claimed. 

The overlapping timelines have prompted demands for an official verification of the credentials submitted in the recruitment process.

The latest allegations have also revived discussion over earlier controversies linked to Dr. Chaurasia’s tenure as Guest Faculty at MGCU. 

University sources and former students alleged that complaints regarding her classroom conduct had earlier been submitted before the administration. Audio clips purportedly related to those allegations had circulated locally at the time, though the university did not publicly disclose the outcome of any internal inquiry.

Sources familiar with the matter claimed that more than 40 students had earlier raised concerns regarding her conduct, following which her engagement as Guest Faculty was reportedly discontinued.

Neither Dr. Chaurasia nor university authorities have issued an official response to the allegations so far.
 The controversy is expected to intensify as concerns over transparency and verification in academic appointments continue to attract wider attention.

MOTIHARI: Mahatma Gandhi Central University (MGCU) has taken stern disciplinary action against five students from the Departments of English and Management Sciences following a violent altercation that broke out recently on campus.

 The incident has sparked discussions among students about campus safety and inter-departmental rivalry.

University’s Firm Action

According to an official communiqué released by the university on Friday, the disciplinary decision followed a detailed report submitted by the Proctorial Board. The report found the students guilty of serious misconduct, including assault and use of abusive language during the confrontation.

The university, acting under Clause 8 of Ordinance No. 17—which governs student discipline and outlines the duties of the Proctor—finalized the suspension in a meeting held on November 21, 2025.

 Students Suspended for 14 Days

The Chief Proctor’s Office confirmed that the suspension is effective from November 22 to December 4, 2025. During this period, the five suspended students will be barred from entering all university campuses, academic blocks, and administrative buildings.

Those suspended have been identified as Kartik Kumar Mishra, Keshav Kumar Singh, and Pranav Kumar from the Department of English; Kanu Vaibhav, also from the English Department; and Ankit Kumar Mishra from the Department of Management Sciences.

Disruption of Campus Harmony

The Proctorial Board described the incident as a severe breach of university discipline. It stated that such behavior disrupts the academic environment and tarnishes the image of the institution. The Board further noted that the clash reflected “unbecoming conduct” inconsistent with the expectations of MGCU students.

To reinforce accountability, each of the five students has been directed to deposit a fine of Rs. 1,500 at the Office of the Chief Proctor by December 5, 2025. Proof of payment must be submitted immediately after the deposit, failing which the concerned students will not be allowed to appear for upcoming university examinations.

Ban on English Department Events

In an additional measure, the Office of the Chief Proctor has suspended all cultural activities and events organized by the Department of English until further notice. The directive underscores the institution’s zero-tolerance policy towards acts of indiscipline and its intention to preserve a peaceful academic environment.

Administration Reiterates Its Commitment

University authorities reaffirmed their commitment to ensuring a secure and respectful learning environment. A senior administrator stated that MGCU “will continue to take decisive action to maintain campus order and uphold institutional values.

Allegations of Harassment Spark Debate

Meanwhile, some students from the Department of Management Sciences have alleged that the incident stemmed from repeated cases of harassment during visits to the Bankat campus from their current facility at Balua Taal. They claim that female students of the department were teased, triggering tension between student groups. These claims, however, remain unverified by university officials. The university community now awaits further clarification from the administration as inquiries continue into the circumstances leading to the clash.

MOTIHARI : A district court of Bihar’s Motihari has issued an arrest warrant against the former vice chancellor of Mahatma Gandhi Central University (MGCU) at Motihari Arvind Agrawal.

Court took cognizance under section 420, 465,467,471 and 504 of Indian penal code while hearing a complaint filed by Motihari based social activists Raju Baitha.

Additional chief judicial magistrate (ACJM) 5 in Motihari court has issued the arrest warrant after taking cognizance in the case. Court while observing in the order sheet told that there is sufficient ground found in the complaint .   

 The documents made available before court was sufficient to prove the allegations made against him and three professors of the same university Dr Shashikant Ray, Dr Pramod Kumar Mina and Bhanu  Pratap Singh also supported the allegations while appearing before the court.

Mr Agrawal was alleged to have fraudently procured the post of vice chancellor in MGCU after misleading the selection committee. In his application filed before MHRD, Delhi for the post of vice chancellor, he wrongly mentioned his degree of Ph.D. He did Ph.D from Rajasthan University but misled the selection committee citing his Ph.D done from Heidelberg at Germany.

Besides, he mentioned certificates marks of his graduation as 60 % instead of 44 % he actually procured.

The evidence of such fraud was collected through RTI informations procured from Rajsthan and Germany University.   

After issues were raised in the media, Agrawal resigned from the post and left the university overnight, dodging his supporters. Former President Ram Nath Kovind had accepted the resignation of Arvind Agarwal who has been under the government's radar for allegedly giving false information while applying for the post.

As he fudged his academic credentials to get the post, the HRD Ministry had forwarded his resignation to Kovind, who is then Visitor to the university.

The ministry received complaints that Agarwal lied about a foreign education to get the job. He did not pursue his Ph.D at a German institute as claimed, and actually got the degree from the University of Rajasthan, it was a complaint.

He was appointed as the first V-C of MGCU in Motihari by the government in February 2016 from a panel of three names submitted by the search-cum-selection committee.
Agarwal is the ninth central university head to come under the scanner ever since the NDA government took charge.

The HRD Ministry had fired V-Cs of Visva Bharati University, Pondicherry University and Hemvati Nandan Bahuguna Garhwal University for academic, administrative and financial irregularities. Inquiries were initiated against heads of Delhi University, Jamia Millia Islamia, IGNOU, Tripura University and Allahabad University, butwere either closed or put on the backburner.

MOTIHARI : Chief minister of Bihar Nitish Kumar while inspecting and inaugurating  numbers of projects hailed the district administration’s efforts in implementing the various governments schemes on Wednesday.

He however, refused to comment on inordinate delays in the land acquisition works of Mahatma Gandhi Central University (MGCU) exasperating journalists raining questions on the issues just after he came out Radha Krishnan Bhawan after addressing a review meeting on govt schemes.

Nitish Kumar in its 27 days of ‘Samadhan Yatra’  reviewed the on going projects and social welfare schemes, inspected schemes under his  ‘seven resolve’ and also inaugurated new constructed OPD building of Motihari Sadar Hospital, district panchayat resource center and bio- gas plant.

He distributed ‘purchas’ of home stead land among 387 landless families and 68 tri-cycle among physically challenged persons in local collectoriate premises.

CM after completing his itenery at Gopalgunj landed in Motihari in after noon and left for Siswa Purvi Panchayat under Banjariya block also inspected the sites of various ongoing schemes in the nearby villages with District Magistrate Shirshat Kapil Ashok and superintendent of police (SP) Kantesh Kumar Mishra.

He also initiated the 170 solar lamps fitted on roads of the panchayat . He also inspected a pond which was constructed recently and expressed his happiness over works. 

 CM Nitish  Kumar  also  visited a 'Madarsa' in Sisawa  village  and  felicitated  two girl students including Naznin  Ansari  who have  secured  over 80 percent  marks in Fokaniya examination. He took stock of the grievances of local village folk and issued directions to the DM.

  He also visited more than dozen stalls organized by Jiwika, agriculture department, Dr Rajendra agriculture university, industry department, Krishi Vigyan Kendra, Health department and  cottage  industry. He shown his pleasure to see the handy craft production of Jiwika  Didies of the district. He also distributed tractors and farm implements on loan to farmers. 

 CM Kumar virtually inaugurated the new constructed buildings of OPD, district panchayat sansadhan Kendra and bio gas.

  Later on, he reviewed  the  various government schemes  with  district officials  in Radhakrishna Bhawan  and  offered  cheques  of Rs  350 crores to 12756 self-help groups of the district and also handed over the keys of Jiwika Bhawan to  them and departed to Patna.

MGCU, which was founded in 2016 after a long sit-ins and protest by locals is yet to have its own building and lands because even after lapses of seven years, the district land acquisition department could not provide the required lands 302 acre earmarked and approved for the project.

136 acre land,  which was handed over till now to university management has also been landed in controversies. 102 acre out of 136 is alleged to be taken from farmers without paying up them. “There is an unresolved title dispute that needs to be taken seriously”, a farmer told.

When journalist insisted on MGCU ,CM termed the question as “political sawal’ saying don’t ask political question, I am here to see the problems and inspect ongoing government schemes in the district.

मोतिहारी: मुख्यमंत्री नीतीश कुमार के “समाधान यात्रा’ को लेकर चंपारण वासियों के बीच कई तरह की आशाएं पुनः जागृत होने लगी है | नीतीश कुमार का यह पन्द्रहवां यात्रा है | विधानसभा चुनाव से पूर्व जुलाई 2005 से शुरू उनकी पहली ‘न्याय यात्रा’ में उन्होंने लोगों से न्याय की गुहार लगाई और चुनाव भी जीते |

मोतिहारी में 15 फ़रवरी को समाधान यात्रा के माध्यम से वे गाँव के अलग -अलग जगहों पर घूमेंगे और लोगों से मिलेंगे और कुछ ख़ास विकास से जुड़े योजनाओं का अवलोकन भी करेंगें ताकि उसकी परेशानियों का त्वरित समाधान करके कार्यों में तेज़ी लायी जा सके |  

समाधान यात्रा से पूर्व उन्होंने दिसम्बर 2021 में ‘समाज सुधार अभियान यात्रा’ शुरू किया था, जिसमे लोगों को जागृत करते हुये नशा बंदी, दहेज़ प्रथा, बाल विवाह जैसे मामले उछाले गये थे |

सनद रहे कि मुख्यमंत्री के सभी यात्राओं की शुरुआत चंपारण से ही होती है और अपने चंपारण प्रवास के दरम्यान मुख्यमंत्री समय- समय पर विकास योजनाओं की  घोषणा भी करते रहे है | पूर्वी चंपारण जिले में पूर्व के यात्राओं में उन्होंने कल्याणपुर प्रखंड क्षेत्र के माधोपुर स्थित ‘मोर गाँव’ और मेहसी के शिप उद्योग के विकास का भी आश्वासन दिया था | मेहसी का शिप उद्योग तो बंदी के कगार पर पहुँच ही गया माधोपुर में बहुतायत की संख्या में पाए जाने वाले मोर पक्षी अब कहीं देखने को भी नहीं मिलते |

सरोतर झील और केसरिया का बौद्ध स्तूप के विकास का आश्वासन दिया गया था, परन्तु ये सभी घोषनाये अब तक फाइलों में ही कैद है | नीतीश कुमार के प्रयास से मोतिहारी को एक केन्द्रीय विश्वविद्यालय तो मिला लेकिन आज तक उसकी जमीन नहीं मिल सकी |

केन्द्रीय विश्व विद्यालय को लेकर 302 एकड़ भूमि प्रस्तावित थे, परन्तु अपने स्थापना के सात साल बीत जाने के बाद भी जिला प्रशासन महज़ 136 एकड़ भूमि ही विश्वविद्यालय प्रबंधन को उपलब्ध करवा सकी | 165 एकड़ भूमि जो अभी तक विश्विद्यालय प्रशासन को नहीं मील सकी उसमे स्वामित्व को लेकर विवाद तो है ही साथ ही मिले हुये 136 एकड़ भूमि में भी स्वामित्व को लेकर गंभीर विवाद है | ऐसे में प्रशासन अब विवादित जमीनों को छोड़ कही अन्यत्र भूमि लेने पर भी विचार कर रही है |

किसानों की अगर माने तो जिला प्रशासन के कुछ अधिकारी विश्वविद्यालय के जमीन अधिग्रहण मामले में कई तरह के आरोपों को झेल रहे है | जमीन किसी और का और पेमेंट किसी और को करने के मामले में कर्मचारी तक जेल गये और अमिन आदि को नौकरी से हटा गया | एक भूमि दाता सुख देव साह के बकाया राशि 3 करोड़ 28 लाख आज तक नहीं मिला | रुपया कोई और ले गया और प्रशासन दवारा दायर रुपया वसूली नीलाम का मुकदमा सुख देव साह झेल रहे है | इतनी अनियमित्तताओं के बीच जब अधिग्रहण कार्य हो रहा है तो सवाल तो उठेंगे ही |

किसान बिभूति सिंह ने कहा कि 102 एकड़ जमीन का पेमेंट रैयतों को नहीं मिला लेकिन जमीन विश्वविद्यालय को दे दी गयी और विश्वविद्यालय के नाम जमा बंदी भी कायम हो गयी | टाइटल को लेकर तत्कालीन जिलाधिकारी ने हम लोगों के फाइल को ‘लारा’ नामक एक कमिटी को भेज तो दिया लेकिन वहां आज तक कोई अधिकारी इस मामले को देख भी नहीं सके ऐसे में कैसे माना जाए प्रशासन विश्वविद्यालय की जमीन को लेकर संजीदा है |

उन्होंने कहा कि मुख्यमंत्री को इस मामले में हस्तक्षेप करना चाहिए और वर्तमान में हो रहे सर्वे के लिए गठित टीम से इन भूमियों के स्वामित्व निर्धारण कर जमीनों को विश्वविद्यालय को हस्तानान्तरण कर देना चाहिए |

मोतिहारी। केंद्रीय विवि एमबीए पाठ्यक्रम द्वितीय एवं फोर्थ सेमेस्टर में अध्ययनरत विद्यार्थी शैक्षिक परिभ्रमण पर नालंदा व राजगीर गए।

इसमें द्वितीय सेमेस्टर के करीब 50, तो फोर्थ सेमेस्टर के 30 विद्यार्थी शामिल थे। विद्यार्थी नालंदा विवि की गौरवशाली इतिहास से रूबरू हुए। वहीं यहां पर होने वाली पढ़ाई, रहन-सहन, शैक्षणिक गतिविधि आदि की जानकारी हासिल की।

इस कड़ी में विद्यार्थियों ने नालंदा में पर्यटन के क्षेत्र में चुनौतियां व संभावनाओं पर पर्यटक के अलावा दुकानदार व लोगों के साथ सवाल-जवाब किया। विद्यार्थियों को पर्यटकों ने कई महत्वपूर्ण जानकारियां दी।

इसके बाद विद्यार्थी चीनी यात्री हृवेंन सांग के म्यूजियम का दौरा किए। जहां नव नालंदा महा बिहार विवि, नालंदा के सहायक प्रो. अरूण यादव ने म्यूजियम के बारे में कई महत्वपूर्ण जानकारियां दी।

विद्यार्थियों ने म्यूजियम को लेकर उनसे कई सवाल भी पूछा। इस पर उन्होंने कई महत्वपूर्ण विषयों से विद्यार्थियों को अवगत कराया। शैक्षिक परिभ्रमण पर गए विद्यार्थियों में जानने व समझने को लेकर उत्सुकता देखने को मिली।

बताते चले कि द्वितीय सेमेस्टर के विद्यार्थियों के साथ डॉ प्रो. अरूण कुमार व डॉ प्रो. स्वाती कुमारी गई थीं, जबकि फोर्थ सेमेस्टर के विद्यार्थियों के साथ प्रो. पवनेश कुमार एवं  डॉ. प्रो. अलका थीं।

15 दिनों में सौपेंगे रिपोर्ट

वाणिज्य एवं प्रबंधन विज्ञान विभाग के अधिष्ठाता प्रो. पवनेश कुमार ने बताया की  शैक्षिक परिभ्रमण पर नालंदा व राजगीर गए विद्यार्थी वापस लौट आए हैं।

अब शैक्षिक परिभ्रमण की एक रिपोर्ट विद्यार्थी विवि को सौपेंगे। रिपोर्ट 15 दिनों के अंदर सौंपना है। इसमें वह सभी जानकारियां रहेंगी, जिसमें विद्यार्थियों से शैक्षिण परिभ्रमण से क्या हासिल किया।

वहीं पर्यटन के दृष्टिकोण से वहां पर क्या संभावनाएं विकसित की जा सकती हैं आदि रिपोर्ट में शामिल रहेंगी।

मोतिहारी। प्रख्यात शिक्षाविद एवं विश्वविद्यालय के वरिष्ठ आचार्य प्रो. आनन्द प्रकाश ने निवर्तमान कुलपति प्रो. संजीव कुमार शर्मा से पदभार ग्रहण किया। विश्वविद्यालय के महात्मा बुद्ध परिसर के आचार्य बृहस्पति सभागार में निवर्तमान कुलपति प्रो. शर्मा के विदाई सह- सम्मान समारोह में प्रो. आनन्द प्रकाश ने कार्यवाहक कुलपति का कार्यभार ग्रहण किया।

गौरतलब है कि विगत 22 मार्च को शिक्षा मंत्रालय के अंडर सेक्रेटरी नवीन कुमार के द्वारा जारी किए गए पत्र में विश्वविद्यालय के वरिष्ठतम आचार्य प्रो. आनन्द प्रकाश को अगले आदेश तक विश्वविद्यालय का कुलपति नियुक्त किया गया। प्रो. प्रकाश जैव प्रौद्योगिकी के अंतराष्ट्रीय स्तर के विद्वान अध्येता हैं। प्रो. प्रकाश विश्वविद्यालय में अधिष्ठाता छात्र कल्याण समेत विभिन्न दायित्वों का निर्वहन कर रहे थे। प्रो. आनंद प्रकाश की दर्जनों पुस्तकें एवं शोध आलेख प्रकाशित हो चुके हैं। 

मोतिहारी। बिहार में पूर्वी चंपारण जिले के मोतिहारी में स्थित महात्मा गांधी केन्द्रीय विश्वविद्यालय के कुलपति को प्रो. संजीव शर्मा को उनके पद से केंद्रीय मानव संसाधन विकास मंत्रालय (एचआरडी) ने हटा दिया है। इनकी जगह पर वरीय प्रोफेसर आनंद प्रकाश को यथा शीध्र कुलपति का प्रभार सौंपने का आदेश जारी किया गया है।

एचआरडी मंत्रालय के उप सचिव नवीन कुमार ने उक्त आशय का ई-मेल विश्वविद्यालय के कुलपति एवं रजिस्ट्रार को भेजते हुए कहा है कि मेल प्राप्ति के बाद इस आदेश का तुरंत अनुपालन किया जाय।विश्वविधालय सूत्रों के अनुसार फर्जी डिग्री मामले में पूर्व कुलपति डॉ.अरविन्द अग्रवाल को हटाने के बाद उनके बचे कार्यकाल में कुछ दिनों के लिए प्रो.अनिल राय को कुलपति बनाया गया था। उसके बाद उन्हीं बचे कार्यकाल के लिए प्रो.संजीव शर्मा की नियुक्ति की गयी थी। हालांकि इनके कार्यकाल को मंत्रालय ने केन्द्रीय विश्वविद्यालय अधिनियम के विपरीत बढ़ा दिया। जिसकी समय सीमा भी चार फरवरी-2021 को ही समाप्त हो गयी थी। फिर भी ये अपने पद पर बने रहे।

इस कार्यकाल में कुलपति प्रो.संजीव शर्मा पर पदोन्नति नियुक्ति अकादमी व वित्तीय समिति के गठन एवं नियम के विरुद्ध कार्य करने के साथ अनियमितता और भष्ट्राचार के कई गंभीर आरोपों का पुलिंदा मंत्रालय के पास पहुंचा था। इतना ही नही विश्वविद्यालय के कुलाधिपति डॉ.महेश शर्मा ने स्वयं राष्ट्रपति को पत्र भेज प्रो.संजीव शर्मा पर लगे आरोपों की जांच की मांग की थी। प्रो.संजीव शर्मा बिना सूचना एवं किसी को प्रभार दिये महीनों तक मनमाने तरीके से अवकाश पर जाते रहे। इन सारी शिकायत के बाद मंत्रालय ने इन्हें हटाया है। मंत्रालय के पत्र प्राप्ति के बाद भी प्रो.संजीव शर्मा अब तक प्रो.आनंद प्रकाश को कुलपति प्रभार नहीं सौंपे है। जो केन्द्रीय विश्वविधालय अधिनियम 2 (7) का उल्लंघन माना जा रहा है। हालांकि इस बाबत पूछे जाने पर कुलपति के ओएसडी प्रो.राजीव कुमार ने बताया कि प्रो.संजीव शर्मा अवकाश पर है।मंत्रालय के अपर सचिव नवीन कुमार ने कहा कि अवकाश पर होने पर उन्होंने कुलपति का प्रभार प्रो.आनंद प्रकाश को पहले ही सौंपा है जो नये आदेश के बाद स्वत: प्रभावी माना जायेगा।

मोतिहारी। केंद्रीय मानव संसाधन विभाग के फटकार के बाद अंततः महात्मा गांधी केंद्रीय विश्वविद्यालय में 23 दिसंबर को होने वाली एग्जीक्यूटिव काउंसिल की बैठक को स्थगित कर दी गयी है। बताया गया कि केंद्रीय मानव संसाधन विभाग ने एक पत्र के माध्यम से विश्वविद्यालय प्रशासन को फटकार लगाते हुए आदेश दिया, क्योकिं एग्जीक्यूटिव काउंसिल की बैठक बहुत ही कम समय पहले घोषित की गयी थी। इसलिए इसको स्थगित कर दी जाय। विश्वविद्यालय के ओएसडी प्रो. राजीव कुमार ने कहा कि बैठक को बीच में ही अगले आदेश तक के लिए स्थगित कर दिया गया है। मामले में ‘बीएनएम’ ने एक खबर प्रकाशित की थी, जिसमें इस बैठक को बुलाने के पीछे की कहानी को विस्तृत रूप से जानकारी दी थी। बता दे की फाइनेंस और पॉलिसी मैटर को लेकर बुलाये गए एग्जीक्यूटिव काउंसिल की किसी भी बैठक को कम से कम दो सप्ताह पूर्व घोषित करनी चाहिए थी, लेकिन विश्वविद्यालय प्रशासन ने गत- 16 दिसम्बर को ही अचानक आनन- फानन में बैठक को 23 दिसंबर को संपन्न करने की घोषणा कर दी। माना जा रहा था कि कुलपति द्वारा पूर्व के अपने नियम विरुद्ध कथित निर्णयों को एग्जीक्यूटिव काउंसिल में अप्रूवल चाहते थे।

जिसका एक लिखित आवेदन भी आलोक राज ने मानव संसाधन को भेजा है, जिसमे कुलपति संजीव कुमार शर्मा पर भ्रष्टाचार सम्बंधित कई तरह के गंभीर आरोप लगाये थे। उन्होंने कहा कि क्योकि कुलपति एक्टिंग रूप में इस पद पर कायम है, इसलिए वे नया ऑर्डिनेंस नहीं ला सकते एवं पूर्व के किसी एजेंडा में सुधार भी नहीं करवा सकते। विभागीय आदेशानुसार जब तक नये कुलपति की बहाली नहीं हो जाती ये कार्यकारी कुलपति के तौर पर ही कार्य करेंगे। इस दरम्यान कुलपति ना तो कोई नया ऑर्डिनेंस ला सकते है, और ना ही पूर्व के किसी ऑर्डिनेंस में सुधार ही कर सकते है। नियमानुसार कुलपति को सिर्फ रूटीन कार्यों का ही संपादन करना है। बताया जाता है कि आगामी 23 दिसम्बर को कुलपति ने एग्जीक्यूटिव कौंसिल की एक बैठक बुलाई थी ताकि सदस्यों को प्रभाव में लेकर एक पूर्व के एजेंडा में सुधार करते हुये अपने द्वारा सम्पादित गैरकानूनी कार्यों को कानून की अमली जामा पहनाया जा सके। आरोप है कि आर्डिनेंस 19, जो नए विभाग एवं केन्द्रों को शुरू करने से सम्बंधित था। लेकिन दों विभाग को छोड दे तो बाकी 14 विभागों को शुरू करने के लिए ना तो कोई आर्डिनेंस लाया गया और ना ही एग्जीक्यूटिव कौंसिल से उसे पास ही करवाया गया। अनुमान लगाया जा रहा था कि आगामी बैठक में नियम विरुद्ध संचालित विभागों को कानूनी रूप दिया जाएगा, वही एक दूसरा एजेंडा है फी और सेल्फ फाइनेंस वाले एडमिशन को लेकर था। यूनिवर्सिटी ने बिना आर्डिनेंस के पहले ही छात्रों का इस कोटे में एडमिशन ले रखा है, वैसे मे बिना आर्डिनेंस और एग्जीक्यूटिव कौंसिल के अनुमति के ही खुद से यूनिवर्सिटी ने नामांकन का ‘केरेटेरिया’ भी तैयार कर लिया। विभागों के डीन की एक बैठक में ये सभी नियम विरुद्ध निर्णय लिए गए है, जो की इस कार्य के लिए या किसी भी पॉलिसी मैटर कही से भी अधिकृत नहीं है। निर्णय में रिज़र्व कोटे का आरक्षण निर्धारित भी नहीं किया गया। यूनिवर्सिटी ने जबरदस्ती सभी विभागों में सेल्फ फाइनेंस वाली केटेगरी में 30 नवम्बर तक नामांकन समाप्त कर ली है, लेकिन इसका अप्रूवल कही से भी नहीं लिया गया। पूछे जाने पर झारखण्ड स्थित केन्द्रीय विश्वविद्यालय के पूर्व रेजिस्ट्रार हरीश मोहन ने कहा कि महात्मा गाँधी सेंट्रल यूनिवर्सिटी के कुलपति अभी एक्टिंग कुलपति के रूप में कार्य कर रहे है, क्योकि उनका कार्यकाल ख़त्म हो चूका है और नए कुलपति के पदस्थापना तक वे रुटीन कार्यों का ही संपादन कर सकते है।

MOTIHARI:  Citizen Forum of Motihari is up in arms against police administration and soon to hit the ground for #justice for Bipin Agrawal- a RTI activist, gunned down a few weeks ago.

If Birendra Kumar Jalan, the chairman of the organization is to be believed, he has warned the administration and has given a week to ensure justice to the Bipin family or else he threatened he and his organization will join the street with strong protest against police administration and local public representatives, kept mum on the issues, he said.

Notably. Unidentified gunners shot dead Bipin Agrawal at around block gate in Harsiddhi. RTI activist has been fighting to get vacated more than three acre land of Bettiah Estate and high court is about to give his verdict before he was eliminated.

A formidable BJP leader- supposed to be very close to a former union BJP minister and parliamentarian was named by one of the arrested shooter. Police interrogated him but let off him on personnel bond allegedly. The shooters, according to police named six others, who allegedly hatched conspiracy and given them contact to shoot Bipin. Police however failed to nail rest of the accused persons yet- the reason of annoyance.

A few days ago, Monica Agrawal, wife of deceased and her son blocked Harsiddhi-Sugauli road demanding arresting of rest of the culprits in Bipin murder case. In the very public views, she tried to slice her wrist’s vein to commit suicide. Local police however pushed them out of the road to streamline traffic.

During the road blockade, Motihari SP assured her to visit her house in a few hours and hear her demands but the police chief has yet to fulfill his promises. Monica told BNM that she is going to share her woe with CM Nitish Kumar.

It may be recalled here, in Harsidhhi alone eight people were shot dead in the last five months. After the present SHO of Harsiddhi joined the office, not less than seven people were killed in his jurisdiction. The killings of RTI activists and a journalist Manish shake off everyone rising hot in the collars of BJP top leaders in the district as their men sustain blood stains.

A BJP leader in Harsiddhi is alleged to have occupied the maximum area of land of estate illegally. The encroached lands were about to be vacated soon on final order of the high court on the application of slain Bipin. Monica alleged that police is trying to save these saffron leaders among others on the instigation of BJP top leaders.

In a hilarious debate on BNM TV, all these allegations however were rebutted by district general secretary of BJP Lalbabu Prasad but rumors are still floating in the air that out of all eights murders in Harsiddhi alone- more than five share BJP men conspiracy.

Notably, a number of government projects hang in balance owing to the lack of free land in the district. Even Mahatma Gandhi Central University (MGCUB) is yet to get its total lands. Right from revenues officials, police too facilitate grabbers to grab government land here. Virtually everybody from top to bottom is on the gravy train and works overtime to provide illegal gains to realtors, rather than acting as custodians of public interest.
